Summary

This position is located in the Department of Veterans Affairs (VA) Office of Electronic Health Record Modernization (OEHRM), within the Office of the Deputy Secretary of VA (DEPSECVA), Chief of Staff Office where the incumbent serves as a Workforce Analyst. The incumbent carries out substantive workforce management functions and planning through coordination with the servicing HR office, Human Resources Management and Consulting Services (HRMACS).

Responsibilities

  • Prepares a variety of weekly, monthly, and quarterly reports for the Workforce Management Director and/or Chief of Staff to track relevant workforce-related data such as, but not limited to, supervisory ratios, timeliness and status of recruitment actions, and resource estimates and utilization.
  • Identifies needs and initiates special projects and studies, such as succession planning, workforce analysis and personnel initiatives. Develops functional competencies, both technical and non-technical, for all OEHRM occupational series and integrates them into workforce planning requirements.
  • Assists management in developing plans and monitors implementation in workforce development in accordance with program information and analysis, statistical data, and OPM views and priorities regarding workforce development initiatives.
  • Participates in planning for changes in mission, workforce reductions, reorganizations, workforce shifts, fundamental changes in skills requirements or technology, or similar events that profoundly affect the OEHRM.
  • Performs on-going analysis of workforce resources support as they relate to performance and effectiveness.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: . (1) Developing initiatives, plans, policies, procedures, and conducting training. (2) planning projects and provides technical expertise and guidance to accomplish activities associated with a broad range of workforce development functions. (3) preparing a variety of reports for upper management in order to track workforce related data such as, but not limited to, supervisory ratios, timeliness and status of recruitment actions, and resource estimates and utilization. (4) analyzing, evaluating solutions, developing strategies and implementing initiatives to fulfill requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, but involves use of a government furnished computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools are required. Some physical effort is required in that the incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort.
