Responsibilities

Office Overview

This position is located in the U.S. Patent and Trademark Office (USPTO), Office of the General Counsel (OGC), Office of the Solicitor. The Office of the Solicitor (SO) acts as legal counsel to the USPTO on intellectual property (IP) law matters and also works in collaboration with the Department of Commerce on interagency intellectual property law matters. The SO Law Library serves as a repository of resources on U.S. intellectual property law and provides professional librarian services in support of USPTO litigation and other mission-related research and information requirements.

The individual selected for this position will...
  • Provide professional librarian services to SO attorneys and other staff responsible for delivering timely and quality reference and research assistance, training, and information products and services to meet the needs of SO attorneys and to act as a liaison with other USPTO librarians.
  • Analyze research requests; independently devise appropriate search strategies; conduct in depth, highly specific information searches spanning a full range of information resources and interchanges; analyze and evaluate results, skillfully sorting out references which establish and support arguments; and prepare reports (with recommendations) on the results of research efforts.
  • Oversee research and information requests, and develops and maintains SO's knowledge management website and database(s).
  • Evaluate the law library collection to determine materials needed, review collection for replacement of obsolete and worn materials, and recommend changes to collection policies and practices.
  • Develop library organizational goals, policies, and procedures, and ideas for program improvements. Evaluate library services and resources and assesses changing needs.
  • Teach research techniques to library customers, provide guidance on how to access information, and provide expert technical assistance on automated approaches to research problems.
  • Serves as a member of advisory committees and panels in support of the SO Library and other special projects.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the (GS-12) grade level in the Federal service.

Specialized experience for this position includes the following:

Skill Set 1 - Experience providing professional librarian services and serving as the primary contact for resolving complicated bibliographic citations by using a variety of online and commercial databases.

Skill Set 2 - Experience providing expert assistance with legal research and reference services on complex intellectual property, legislative and regulatory issues.

Skill Set 3 - Experience planning, developing and delivering presentations and informational products through a library setting to attorneys and legal support staff.

Skill Set 4 - Experience developing library organizational goals, policies, procedures, reviewing and evaluating library services and resources to determine their relevance and unique specialized information in order to make meaningful recommendations regarding services, subscriptions, equipment, information systems and technology to improve and/or enhance the library collection.

Education

BASIC REQUIREMENTS:
  • Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

    OR


    B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

    AND


    a. Completion of at least 24 semester hours of legal study in an accredited law school for positions primarily concerned with providing library services in law or legislative reference; or

    b. Four years of pertinent experience of such nature and level to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of the appropriate discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; ability to acquire additional information about the field and related fields; and some knowledge of literature resources in the field. Such experience should be equivalent to that which would have been acquired through successful completion of a full 4-year curriculum in an accredited college or university with major study in appropriate subjects, or combination of subjects, as specified in (a) above; or legal training as specified in (b) above ; or


    c. Any time equivalent combination of experience as described in (c) with education as described in (a) or (b) above.

  • Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education . Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) . You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application.
