Summary

The Associate Chief Information Officer, Enterprise Infrastructure System, is responsible for defining and implementing a technology architecture and platform, in coordination with the Chief Information Officer (CIO) and OPM stakeholders, that support the day-to-day technology needs and the technology strategic vision of OPM. The work aligns with OPM's and CIO's organization's mission, objectives, and goals.

Responsibilities

  • Plans, develops, and implements modern digital and IT best practices;
  • Ensures compliance with comprehensive information technology best practices, standards, policies and regulations, including federal statutory requirements, while maintaining a best practice, highly secure, and resilient IT architecture;
  • Develops and implements a workforce strategy that attracts, develops, and retains top IT, digital, and cybersecurity talent to continuously analyze and adopt modern technologies and solutions that drive enhanced business value;
  • Manages the ACIO ESI IT resource planning, to include human resource, budget, acquisition, and financial management activities, to maximize IT investment value and minimize Agency operational and security risk;
  • Leads transformation of OPM IT infrastructure and cybersecurity, institutionalize IT as a strategic mission enabler, drives innovation, and improves employee/customer IT and digital experiences;
  • Leads development, implementation and ongoing usage of operational reports on the status of the infrastructure operation, network health, risks, vulnerabilities, and potential threats;
  • Formulates and manages the agency's response to government-wide mandated FISMA security and privacy reporting requirements and resolve related information security issues and tracking the completion of security related mandates and enhancements.
  • Identifies security policy trends, evaluates their impact, and advises the CIO and CISO on the implications of those trends for OPM programs;
  • Leads the development of OPM-wide information security related policies and procedures to ensure information systems reliability and accessibility, and to prevent an defend against unauthorized access to systems, networks and data;
  • Develops and implements programs to ensure that users of agency systems, network, data and paper records are aware of understand, and adhere to systems' and document security policies and procedures;
  • Oversees the rigorous application of information security/information assurance and privacy policies, principles and practices in the delivery of all IT services.

Qualifications

TECHNICAL QUALIFICATIONS:
1. Expert knowledge of the principles an objectives of information management technology including telecommunications, information management systems, modern web-based approaches and their applications to systems designed to improve the performance of technical, management, and communication functions.

2. Demonstrated knowledge and understanding of large, enterprise-wide IT systems and their components to expand the capabilities and value that customers can realize from an optimized IT environment.

3. Demonstrated skill in leading a complex IT program that requires collaboration, partnership, and negotiation across a large, geographically dispersed organization, or streamlined, quality operation for stakeholders and customers.

Relocation expenses will not be paid. Current OPM employees may qualify as an exception.
  • Salary for Senior Executive Service positions varies depending on qualifications.
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
  • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
  • Veteran's Preference does not apply to the Senior Executive Service

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview and undergo a reference check. The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.

Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
