Responsibilities

Please Note: This position is temporary, not to exceed 2 years. It is a position that is subject to the project needs of the Agency. Therefore, the appointment could be terminated at any time due to shortage of work or shortage of funds. If project work continues, however, it could be extended beyond the 2 years time frame at the sole discretion of the Agency.

This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Planning and Project Management, Construction Division, Construction Branch. The incumbent inspects work on construction projects for compliance with contract requirements. Projects involve structures which are of great historical significance at multiple sites throughout the Capitol Complex. Projects are typically highly visible, attracting considerable attention from stakeholders and the public. The position may require a day or night shift tour of duty and weekend work.

MAJOR DUTIES INCLUDE:

INSPECTION ACTIVITIES
As a Construction Inspector, the incumbent is responsible for the oversight of assigned construction activities involving restoration or renovation projects. Inspects in-house construction force. Serves as an on-site inspector for various civil, structural, architectural, and mechanical projects and day-to-day phases of construction. Monitors construction activities from planning and design through demolition and accessioning of completed projects to ensure work is performed in full compliance with construction documents. Applies a knowledge of all laws, regulations, and specifications relating to construction related environmental requirements of the project. Provides timely written documentation in the form of daily construction reports capturing work performed and status of compliance with contract and drawing requirements. Prepares various logs within Construction Division Management System, technical notes, and technical summaries. Tracks construction activities against baseline and progress schedules to determine compliance with project schedule for on time completion of work. Maintains list of deficiencies and tracks deficiency for timely correction.

INHOUSE & CONTRACTOR OVERSIGHT
Provides subject matter expertise to ensure the requirements of assigned contracts are met. Regularly communicates with COTR concerning progress and or lack of progress timely identifying issues that could impact schedule, scope, quality, and budget. Performs on site quality assurance. Provides recommendations on controversial matters arising between Government and contractor personnel. Responsible for ensuring that the entire scope of the work is performed and that all quality requirements placed on the construction/installation contractor are strictly enforced. Monitors the execution of construction activities from start through completion and participates in acceptance and turnover. Assists the Contracting Officer (CO) and Contracting Officers Technical Representative (COTR) in taking appropriate action in cases of inadequate or nonconforming performance. Coordinates construction activities with consultants, in-house work force managers, the Superintendents' Offices, and United States Capitol Police. Writes draft correspondence for CO and COTR to send to contractors notifying them of noncompliance and deficiency issues. Reads, understands, and interprets complex drawings and specifications and coordinates work with multiple disciplines. Reviews reports on construction status and progress, quality control and quality assurance, administration, and contractors' estimates related to construction progress. Determines such matters as suitability of completed work, adequacy of construction equipment, practicability of construction operations, and reasonableness of schedules and cost estimates. Consults with on-site and off-site architect/engineer personnel in the resolution of design conflicts or feasibility of construction changes proposed by contractors. Conducts labor interviews for compliance with Davis Bacon Act and other applicable labor regulations and standards. Reviews and analyzes plans and specifications, drawings, designs, site conditions, and proposed construction schedules to determine and recommend action necessary to correct deficiencies through modification of contract. Participates in negotiation of contract modifications. Reviews engineering records, files, and as-built project drawings.

SAFETY ASSURANCE
The incumbent is responsible for utilizing a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training, to ensure that all workers know how to use required Personal Protective Equipment (PPE).

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-09 grade level in the Federal service.

Specialized experience for this position is defined as:

(1) Assisting the Contracting Officer Technical Representative (COTR) on assigned construction and consultant contracts;

(2) Working with project managers and construction managers monitoring construction contracts for compliance with contract documents and providing proactive oversight to identify and mitigate risks;

(3) Recommending improvements in design and efficiency, reducing changes to the contract, and enhancing operations; and

(4) Using a full range of industry best practices, project controls, standard operating procedures (SOP), and various technologies in the overshadowing management of contracts.
