Summary

The incumbent serves as Director, Human Capital Management and Deputy Chief Human Capital Officer, responsible for overseeing, leading and managing the full rangeof human resources functions, for an independent agency with the U.S. Department of Defense. He/she serves as a key member of the OIG leadership team and is a primary advisor to the Inspector General (IG), the Principal Deputy Inspector General (PDIG) and the Chief of Staff (CoS).

Responsibilities

  • Directs the OIG human resources program, delivering services in position management and compensation, staffing and recruitment, employee relations, and associated policies and procedures.
  • Serves as the principal advisor to the IG, the PDIG and the CoS, and develops strategic partnerships within the OIG to facilitate effective human capital management at all organizational levels.
  • Establishes partnerships with external stakeholders within DoD, other Federal agencies and the private sector to advance OIG programs and initiatives.
  • Oversees the OIG executive resources management program.
  • Oversees the OIG's career development and training programs, leading initiatives to support an environment of continuous learning and improvement.
  • Manages the development and administration of human capital planning.
  • Oversees the development and application of human capital evaluation and measurement programs and processes, including performance metrics, surveys and other human capital performance indicators.
  • Manages assigned staff organized in subordinate divisions, each of which is further subdivided. Either directly, or through subordinate supervisors, plans and assigns work, delegates responsibility, and establishes priorities.
  • Maintains awareness of emerging trends in human capital management. Leads processes to identify best practices in human capital management in both the Federal and private sectors and to apply them to the OIG as appropriate.

Qualifications

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp .

Specialized Experience: Applicants must have 52 weeks of experience at the next lower level, which is GS-14 or equivalent level in other pay systems and includes the performance of assignments that involve planning and directing human capital programs and programs in all of the following functional areas: (1) human resource management; (2) human resource development (learning management); and (3) executive talent management.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at this grade level.

The incumbent of this position is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with the DoD OIG. Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.

If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period. You may be required to serve 1-Year Supervisory Probationary Period.

All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

4. Most recent Performance Appraisal - All current Federal employees must submit a copy of their most recent completed annual performance appraisal received within the past 18 months. The performance appraisal must include the final rating. If a completed performance appraisal does not exist, is incomplete or unavailable, you must submit an explanation as to why it is not available at the time of your application submission. Mid-year progress reviews will not be accepted. Current OIG employees do not need to provide a current performance appraisal.

To claim veterans' preference, submit a DD-214 indicating the most recent dates of service, character of service and type of discharge. To claim 10% or more disability, submit a VA certification letter in addition to a DD-214 (If selected, a completed and signed SF-15 will be required prior to your entrance on duty.).
