Summary

This position is located at the Thomas Jefferson Site Office. This position serves as the Senior Federal Project Director or equivalent for Capital projects. The FPD is the focal point for official DOE oversight and directing execution of projects, and is the single point of accountability with a reporting relationship for project execution to the Project Management Executive. Additionally this position includes facilities and infrastructure responsibilities.

Responsibilities

As a General Engineer/Physical Scientist, you will:

• Provide oversight of technical management and coordination of design, construction, and operations activities.
• Review and approve operations and project plans and ensure proper execution.
• Provide oversight of resource management of Federal or Federal/State co-funded project(s), including budget requests, scheduling, prioritizing, and monitoring of TJNAF's performance in these areas.
• Provide leadership for the integrated project team composed of technical and business disciplines necessary to support all aspects of the project.
• Conduct on-site performance-based evaluations of project construction and/or facilities operations from the standpoint of public/worker health and safety, industrial safety, environmental protection, facility modification and maintenance, project management, energy management, formality of operation, and management areas.
• Resolve project deficiencies and concerns directly with the contractor and recommend the formulation or revision of policies, procedures, rules, regulations, and standards used in project construction and/or operation of facilities.
• Review Lab infrastructure planning process, including but not limited to assuring Lab planning efforts meet all DOE and SC requirements.

SPECIALIZED EXPERIENCE REQUIREMENTS

Specialize experience at the GS-14 is defined as experience in oversight and directing execution of projects as the single point of accountability with reporting to project management executives. This includes oversight of planning and design for construction and commissioning of Capital projects. Additional specialized experience is for facilities and infrastructure management of real property, mission readiness, sustainability, energy, and maintenance including institutional planning and all aspects of infrastructure strategy/corporate planning, user involvement, and corporate communication.

Knowledge and skill in the application of advanced concepts, theories, principles, and practices of engineering or the physical science fields.

Ability to evaluate and make authoritative technical and programmatic judgments on concepts, proposals, experiments, and alternative solutions to technical problems.

Knowledge of the principles, methods, and practices of program management review and appraisal techniques to review and evaluate contractor plans, policies, and proposed procedures necessary for implementation of operational policies and procedures.

Knowledge of the principles and practices of project management and techniques for managing scope, schedule, cost, safeguards and security, quality assurance, sustainability, and environmental, safety, and health requirements.

BASIC REQUIREMENT FOR GS-0801, GENERAL ENGINEER:

TRANSCRIPTS MUST BE PROVIDED

A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in 5 of the 7 areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience-college level education, training, and/or technical experience that furnished (1) thorough knowledge of physical and mathematical sciences underlying professional engineering, and (2) good understanding, both theoretical and practical, of engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration-Current registration as a professional engineer by any State, District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test are eligible only for positions that are within or closely related to the specialty field of their registration.

Written Test-Evidence of having successfully passed the Engineer-in-Training (EIT) exam, or written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, District of Columbia, Guam, and Puerto Rico.

Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

BASIC REQUIREMENT FOR GS-1301, PHYSICAL SCIENTIST:

TRANSCRIPTS MUST BE PROVIDED

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to meeting the "Basic Requirements" described above, applicants must also have at least one year of specialized experience, equivalent to the next lower grade level in the Federal service.
