Vice President, Prescription Drug Policy External Affairs - Washington, DC
The Vice President, Prescription Drug Policy will position UnitedHealth Group (UHG) as a thought and industry leader on prescription drug policy issues emerging at the Federal and State levels. This will be achieved by developing, coordinating and advancing research, thought leadership, and strategic solutions. S/He will identify and advance business opportunities (and minimize potential business threats), and keep segment leadership informed of key public policy activities and developments within States, Congress, the Administration, as well as key agencies. As the Enterprise lead on drug policy, the Vice President, Prescription Drug Policy will develop, implement and strategize with health business leadership in a public policy/issues management process, identifying and prioritizing proactive legislative and regulatory initiatives that support key business objectives and drive business development opportunities. S/He must effectively disseminate health public policy positions to business leadership, ensuring consistency of messaging and coordination across the business. The Vice President, Prescription Drug Policy must translate the business agenda into actionable national and state-specific policy strategy, working with the Leadership of External Affairs to advance and implement a strategic approach, advocacy agenda and thought leadership consistent with overall UnitedHealth Group Prescription Drug / Pharmacy Care Services priorities andefforts. S/He will engage with internal subject matter leads across the Enterprise and collaborate with colleagues in communications, marketing, research, external affairs, and other functions to ensure coordinated engagement on prescription drug policy issues. Primary Responsibilities: Analysis and synthesis of key legislative proposals at the State and Federal levels, including timely executive summaries and deep detailedanalyses Development of proactive policy solutions in consultation with the key business segments Partner with subject matter policy experts across health care issues in Medicare, Medicaid, and DigitalHealth Engage with health policy thought leaders and coalitions for proactive positioning around our keypriorities Draft testimony, official correspondence, advocacy content, thought leadership collateral, speeches, presentations, and other materials for external and internalefforts Lead and manage internal working groups, including deployment of comprehensive strategies and tactics, to achieve UnitedHealth Group's policy and advocacypriorities Required Qualifications: Bachelor's degree is required. An advanced degree in Public Health, Health Policy, Public Administration, Law, Medicine and/or related work is preferred 10+ years of policy experience in health care, with specific expertise in prescription drug and pharmacy care services policy issues Leadership/influential roles in environments such as in State Capitols, on relevant committees on Capitol Hill, in the Administration, a Department and/or in a relevant Agency, or in-house with a corporation, consulting firm, or leading industry association Expert proficiency of external drug pricing policy trends, activities, and environmental dynamics Industry-wide perspective across the health caresector Experience persuasively communicating complex concepts and programs at the highest levels of business and Government Experience and acumen in developing proactive policysolutions Timely ability to analyze and translatelegislation Ability to develop and maintain strong internal and external relationships, while enhancing the company'spositions Executive presence, dynamic professional style and the ability to inspire confidence in senior management and those outside thecompany Intellectual curiosity and ability to gather, assess, and synthesize information from varioussources The ability to manage stress and work on multiple tasks and prepare analyses, summaries and presentations in a fast-pacedenvironment Deep understanding of how policy is developed at the Federal and State levels of Government, including legislative and regulatoryprocesses Organized, resourceful, plan-orientated, and solutions-focused, anticipates needs, foresees and overcomesobstacles Careers at UnitedHealth Group.
