Our department also serves as the gateway to much of the county's economic development, reviewing over 26,000 building and site plans, issuing nearly 60,000 building permits, and conducting over 216,000 building and site inspections each year. Under the supervision of the Deputy Director of the Building Division, the Building Plan Reviewer:
  • Reviews plans and specifications of commercial, multi family, single family and miscellaneous structures for compliance with Virginia Statewide Building Code(USBC), the Fairfax County Code and Land Development Services (LDS) policies.
  • Communicates construction regulations to contractors, developers, builders, engineers, homeowners, citizens and other governmental agencies.
  • Analyzes building systems and/or components using engineering principles and calculations to determine compliance with related codes and regulations.
  • Complies with LDS's safety program and guidelines.
  • Complies with county, agency and job specific training requirements, including but not limited to Emergency Management and Safety related courses.
  • Position requires incumbent to operate a motor vehicle to drive to/from construction sites, offsite meetings, training and/or conferences.
This position may be underfilled as an Engineer II or Engineer I; the Underfill Requirements are stated below in the Employment Standards section.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

UNDERFILL REQUIREMENTS:
The minimum qualifications for the Engineer II (Grade S24, ($59,679.36 - $99,466.43) are: Any combination of education, experience, and training equivalent to the following: Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus one year of professional experience in the appropriate engineering field.
Note: Upon successful completion of four years of professional engineering experience, Engineer II employees are eligible for a non-competitive appointment to Engineer III within the engineering discipline for which they have been trained.

The minimum qualifications for the Engineer I (Grade S21, $51,805.31 - $86,341.63) are: Any combination of education, experience, and training equivalent to the following: Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field.
Note: Upon successful completion of a one-year training period, Engineer I employees are eligible for a non-competitive appointment to Engineer II within the engineering discipline for which they have been trained.

PREFERRED QUALIFICATIONS:
  • Five years experience in the engineering & construction industry.
  • Knowledge of the Virginia Construction Code.
  • Experience in the review of building plans with advanced engineering designs for compliance with the building code VCC/IBC.
  • Ability to guide project stakeholders through the process of review and inspection for commercial buildings.

PHYSICAL REQUIREMENTS:
Ability to operate key-board driven equipment and use large platform monitors to review plans. Sufficient mobility to perform on-site building inspections. Ability to lift plans up to 50 lbs. Ability to perform sedentary tasks. All duties performed with or without reasonable accommodations.

CERTIFICATES AND LICENSES REQUIRED:
  • Driver's License
  • VDHCD Commercial Building Plans Examiner (Required within 18 months)
  • VDHCD Commercial Building Inspector (Required within 36 months)

NECESSARY SPECIAL REQUIREMENTS:
The appointee of this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.
