IBA is seeking a qualified Portfolio Budget Analyst to provide Portfolio level financial activities to support our DoD client located at Ft. Detrick, MD. The Budget Analyst works with the Portfolio Managers and Financial Manager providing oversight, guidance and strategic support on program objectives using Science & Technology (S&T) activities to include cost, schedule and performance responsibilities. Essential Duties and Responsibilities: Perform budget execution and administration work involving day-to-day formulation, execution, and/or analysis of budget and funding requirements. In support of the Financial Manager, combine all program budgets together to consolidate the organizational budget and review all funding requests for merit. Assist the Financial Manager with developing, coordinating and completing Interservice Support Agreements (ISA) and Determination and Findings (D&F) for projects as applicable. Ensure compliance with the budget and determine whether changes to funding levels are needed for specific projects. Evaluate projects/programs within the portfolio providing financial analysis. Assist the Financial Manager with developing, coordinating, completing, and sending all funding documentation to RM, including Military Interdepartmental Purchase Requests (MiPRs), Funds Authorization Documents (FADs), and direct charge for transfer of funds. Utilize the General Fund Enterprise Business System (GFEBS) to complete and track budgeting tasks. Support all aspects of the Planning, Programming, Budgeting, and Execution System (PPBE) to include but not limited to: Program Objective Memorandum (POM), Command Budget Estimate (CBE) Submission, Execution Reviews, President's Budget R-Forms and Fiscal Year Budget Planning. Other duties as assigned. Minimum Requirements: Prior budget work experience required. Experience must include Resource, Financial, and/or Budget Management (planning, programming, budgeting and execution). Demonstrate strong analytical and problem-solving skills. Excellent written and oral communication skills. Excellent Microsoft Excel Spreadsheet skills Ability to perform essential duties and responsibilities. Education, certifications, and work Experience Requirements: Bachelor's Degree required. Two years' of progressively responsible experience. Experience shall demonstrate the ability to perform functional requirements and include a broad range of assignments performing analytical and/or technical requirements and analysis. Preferred Qualifications: Knowledge of GFEBS. Familiarity in Military Healthcare and DoD Medical Capabilities. Microsoft Project skills. Security Clearance Requirements: Existing Level III Public Trust Clearance and above or the ability to obtain Level III Public Trust Clearance. *Pursuant to a government contract, this position requires US citizenship status.
