Octo Consulting Group is seeking an Acquisition/Contracting Specialist to join our growing team. The position requires a clear understanding of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS) to provide acquisition support to a major US Army enterprise network transformation program to deliver the full spectrum of network and IT services to the Army to modernize and upgrade the IT infrastructure at multiple Army installations throughout the United States and overseas. The candidate will provide full life-cycle acquisition support services related to installing IT infrastructure equipment at multiple sites and will collaborate regularly with the government Integrated Product Team (IPT) Leads in support of this mission. Primary job duties and responsibilities may include, but are not limited to the following: Have an understanding and experience with large, complex Government IT projects and organizations. Work both procedural and technical aspects involving methods, procedures, principles, theories, and techniques used in the acquisition program area. Support and advise Government leaders and technical experts on contractual matters based on a working knowledge of acquisition regulations and policy. Attend and assist program officials at procurement planning meetings. Work with the Requirements team in the planning, programming, budgeting, scheduling, financial management execution, contracting, cost/risk analysis, engineering and planning functional areas. Coordinate and prepare contract related documents, review the contract language for relevancy and appropriateness, and make recommendations to leadership regarding contracting strategies. Oversee the integration of separate functions to include funding and procurement throughout the project life cycle. Exercise judgment in planning, organizing, and directing the contractual aspects of assigned programs within these constraints. Assist with preparing Market Research, Acquisition Strategies and Plans, Acquisition Requirements Packages, Service Contract Approval Requests (SCARs), Source Selection Plans, and Determination and Findings (D&Fs), and Justification and Approvals (J&A). Assist in preparing Statements of Work/Performance Work Statements, Requirements Documents, and other applicable solicitation documents. Assist in developing solicitation packages and conducts reviews of contract specifications and contract changes. Understand pre-award and post-award procedures to plan and conduct the contracting process from the description of the requirements through contract delivery. Skills and Other Requirements: Knowledge and experience with the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) Experience with conducting cost/price analysis on vendor proposals Experience with building Independent Government Cost Estimates (IGCEs) to support acquisition packages for IT commodities and services. Proficiency in Microsoft Word, Excel, Outlook, Project, and PowerPoint Flexible self-starter. Ability to work independently in a dynamic, fast-paced environment Preferred Experience: DoD experience either as a support contractor or as an 1102 (Army experience preferred) Former Government Contracting Officer or Contracting Specialist Education and Experience: 8-10 years of acquisition/contracting experience (preferably with direct support to the Army, the DoD, or a Federal agency) Bachelor's Degree or equivalent experience Security Clearance: US Citizenship Secret clearance Location: Fort Belvoir, VA Working Hours: Contract hours: 8:00 AM to 5:00 PM ET Core On-Site Hours: 9:00 AM to 3:00 PM ET Physical Requirements: Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 40 lbs.
