JOB TITLE: Policy Associate PROGRAM: State-Federal Relations - Labor and Economic Development Committee and Office of the DC Director LOCATION: Washington, DC SALARY: $4,199/month ABOUT NCSL : The National Conference of State Legislatures is a bipartisan organization that serves the legislators and legislative staff of the nation's 50 states, its commonwealths and territories. NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues. Since its founding in 1975, NCSL's staff has grown from 15 employees to over 150 employees in its offices in Denver, CO and Washington, DC GENERAL DESCRIPTION : The Policy Associate will provide support on labor, economic development, trade and military issues to the State-Federal Division of NCSL and will work under the direction of the Director for the Labor/Economic Development Committee and the DC office director. This professional position requires demonstrated competence in research and analytic skills. The successful candidate will not only be able to summarize and describe issues in these areas, but also analyze and explain legislative and administrative facets of these topics. Contact with legislators, legislative staff, and other officials outside of NCSL is extensive, includes face-to-face discussions or presentations at meetings, and involves more than the exchange or provision of information on legislative information requests. RESPONSIBILITIES AND DUTIES : Monitors federal legislative and regulatory initiatives that affects states. Attends briefings, coalition meetings, hearings, seminars and other meetings on issues pertaining to federal labor, economic development and trade issues; Conducts outreach to staff of members of Congress and the administration on NCSL policy; Helps forecast upcoming federal issues that may affect state legislatures (related to the above issue areas); Prepares written summaries, analyses and other background materials on federal legislative and regulatory initiatives and on meetings attended; Makes oral presentations to the NCSL Committees on Labor & Economic Development and to other groups as assigned; Assists in drafting testimony, comments on regulations, letters to Congress and other correspondence related to federal legislative and regulatory initiatives; Assists with the drafting of the Committee's newsletters and reports; Prepares concise and accurate oral/written responses to legislative requests for information as well technical assistance to state legislatures; Assists with planning and conducting Committee meetings to include speaker outreach, agenda setting, and other logistical details as needed; Organizes and maintains Committee web-page and the state-federal page in general; Provides general support to special projects as assigned by the Director of the DC office. SUPERVISORY RESPONSIBILITIES : This position dos not have supervisory responsibilities at this time but may have a future opportunity to oversee interns. WORK ENVIRONMENT : This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, copy machines, scanners and smartphones. PHYSICAL DEMANDS : The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit; stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee may need to lift and carry objects up to 50 lbs occasionally. Requires the ability to travel locally, regionally and nationally, including overnight and weekends.
