Senior Technical Project Manager (Software Development) Currently, Data Systems Analysts, Inc. (DSA) is seeking a customer focused Technical Project Manager to join our team in the Fort Belvoir area to provide support to the Army and to begin an exciting career within DSA. The Technical Project manager will serve as the Scrum Master and Sr. Architect for the Army Knowledge Online Portal. As a team lead, the Technical Project Manager will oversee a variety of complex technical tasks including software development, platform management and operations and maintenance activities. The Technical Project Manager will work closely with other technical leads and Army staff to assess customer requirements and then design, extend and continually improve system capabilities. Additionally, you will serve as a trusted advisor, providing subject matter expertise, guidance, and best practice recommendations. Responsibilities Include, But Are Not Limited To Management and oversight of all Army Knowledge Online (AKO) System Upgrade and Management Activities. Provide innovative approaches to strategic technical planning as well as solutions to overcome operational challenges and obstacles. Ensure that all Product Increments are appropriately tested, comply with all DoD and service-level security and configuration requirements, and meet the needs of the customer. Providing Commercial Off-the-Shelf (COTS) software engineering and support services for the AKO Portal. Serve as the Scrum Master for custom feature development activities related to the AKO portal or other program systems. Review known issues published by product vendors and identify potential impacts to the AKO solution. Manage upgrade and patching of new application versions when they are released, create application documentation, architecture diagrams, how-to guides, SOPs, and other deliverables for both training and tool maintenance. Prepare technical designs and briefings to Army customers regarding architectural best practices on an as-needed basis. Oversee Tier II III support for AKO and portal services including but not limited to implementation, configuration, troubleshooting, operations and management. Position Requirements 10 years of experience in Information Technology supporting DoD customers. 3-5 years of experience leading Agile development efforts inside a federal environment. Hold an active scrum master certification equivalent to Professional Scrum Master (PSM) or Certified Scrum Master (CSM) Strong background in managing Agile-based, enterprise software development initiatives. Experience using tools similar to Confluence, Zephyr and JIRA to manage software enhancement activities. Experience with FISMA and NIST, security standards. In-depth experience with general IT security concepts, network security and monitoring practicesmethodologies. Experience leading technical discussions with internal and external customers. Experience presenting material to senior management level and proficiency in the use of Microsoft Office applications. History of delivering software solutions on time and within budget Willingness to continually learn and implement new tools as required. Preferred Experience working within the Risk Management Framework (RMF) Experience With Adobe Experience Manager Experience managing or developing content management systems (eg Adobe Experience Manager, Drupal, SharePoint) Experience working with cloud solutions to include Amazon Web Services (AWS), VMware Cloud, Microsoft Azure, etc. Clearance Requirements MUST HAVE AN ACTIVE DOD SECRET CLEARANCE this will be verified prior to interview.
