The Chief Operating Officer Facilities (FAC) team manages and maintains adequate facility space to house the ODNI workforce and support the ODNI mission, regardless of the location. This includes facility oversight, logistic support, and environmental safety and health service for four sites with eight buildings; encompassing approximately 1.5 million square feet of space.

Responsibilities

Major Duties and Responsibilities (MDRs)

- Serve as the COO/ODNI Chief Facilities Engineer responsible for overseeing the COO F&L staff and engineering support platform to provide a full range of facilities engineering services and integrated solutions needed to accomplish the Office of the Director of National Intelligence (ODNI) mission.

- Lead the ODNI Real Property Asset Management program and provide day-to-day oversight of all facility asset management activities and serve as the conduit for support to various ODNI component offices.

- Coordinate and integrate all facilities service agreements within the ODNI. Ensure all facility services within base operating support contracts are executed in support of mission requirements in an efficient and effective manner according to policy and procedures. Ensure all systems, performance measures, and tracking methods are maintained in accordance with industry best practices.

- Serve as ODNI maintenance engineer to all ODNI facility support offices for all sustainment, repair and maintenance projects, to include planning, programming, budgeting, and execution oversight for key facilities and critical infrastructure. Lead the ODNI BUILDER sustainment system implementation, operations and maintenance programs, and long term maintenance plans.

- Oversee and respond to corporate taskings pertaining to facilities and provide recommendations to leadership for process improvements, value engineering, and best practices.

- Regularly communicate with customers ensuring that customer expectations are consistent with realistic time and cost projection, and solicit customer feedback to ensure customer satisfaction.

Desired Requirements

- At least one of the following certifications (or pursuing certification): Project Management Professional (PMP), Certified Facility Manager (CFM), Professional Engineer License (P.E.), or Registered Architect (R.A.)

- Bachelor's degree or higher in Business Management, Architecture, Engineering (Civil, Electrical, Mechanical, or General) or related technical/management fields.

- Superior communication, interpersonal, networking, and analytical skills; superior ability to effectively manage competing priorities while adhering to strict guidelines; and superior ability to work effectively, independently, and also in a collaborative environment.

- Ability to lead, develop, interpret, and enforce ODNI F&L policies and facility management guidelines and manage the preparation of reports and information required by ODNI, Office of Management Budget (OMB), Congress, and other government agencies.

- Thorough knowledge of the FAR, Congressional and OMB information needs and reporting requirements, capital projects, policies, processes, and procedures, as well as thorough knowledge of PP&E asset management, programming, building design, construction, and maintenance.

Salary Determination

- The ODNI uses a rank-in-person system in which rank is attached to the individual. A selected ODNI candidate or other Federal Government candidate will be assigned to the position at the employee's current GS grade and salary.

- For a selected non-Federal Government candidate, salary will be established within the salary range listed above, based on education and experience.

- A current Federal Government employee, selected for a detail, will be assigned to the position at his or her current grade and salary.
