Responsibilities

As a Procurement Analyst you will:
  • Serve as an expert and as a principal advisor to top levels of management in the planning and comprehensive review of high value and complex procurement and assistance awards.
  • Represent the Department of Energy in the interpretation and application of relevant laws, regulations, policies, standards and procedures.
  • Responsible for the developing, coordinating, establishing and revising DOE-wide policy, standards, and procedures pertaining to the DOE acquisition system.
  • Provide guidance and assistance to DOE Headquarters and Field Office Staff regarding policy interpretation and implementation.

  • This is an acquisition position. There are statutory requirements as described in the Department of Energy Acquisition Career Development Program. The employee must meet the Federal Acquisition Institute Training Application System (FAITAS) or Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • FAC-C Level III (Advanced) Certification: For the GS-14 and GS-15 grade level, Level II certification is required at the time of application and Level III certification must be obtained within: (1) 24 months from the date of hire; or (2) the date the applicant will meet the FAC-C experience standard (e.g., 1, 2, or 4 years) depending on level, whichever occurs later. Applicants are required to submit a copy of their certification and/or transcripts to show that these certification requirements are met. Failure to submit these documents will result in an incomplete application determination.

Qualifications

All applicants must meet the basic requirements and any additional requirements as stated under the Office of Personnel Management's Qualification Standard - Individual Occupational Requirements for 1102 positions.

Basic Qualification Requirement for grade level GS-13 and above:

Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions.

A) At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B) A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. You must submit a copy of your college or university transcripts (official or unofficial photocopy) to support your educational claims. Failure to submit this documentation by the closing date will result in disqualification from further consideration . Upon selection you will be required to provide official transcripts.

C) Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D) Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

GS-14 level candidates must have one year of specialized experience at the GS-13 level, performing the following:
  • Experience assisting with providing recommendations of acquisition policy matters to senior agency officials, to possibly include political appointees or members of the Senior Executive Service; and
  • Experience assisting with developing, coordinating, establishing, and revising agency acquisition policy, standards, and procedures; and
  • Experience assisting a procurement business advisor on acquisitions of high dollar value, of a highly technical nature, or encompassing multiple components.

  • GS-15 level candidates must have one year of specialized experience at the GS-14 level, performing the following:
  • Experience providing recommendations of acquisition policy matters to senior agency officials, to possibly include political appointees or members of the Senior Executive Service; and
  • Experience developing, coordinating, establishing, and revising agency acquisition policy, standards, and procedures; and
  • Experience serving as a procurement business advisor on acquisitions of high dollar value, of a highly technical nature, or encompassing multiple components.
  • Experience serving as a signature authority for large dollar or complex procurements.

  • Department of Energy's Certification Requirements are as follows:
    • Level III (Advanced): Obtained at the GS-13 (and above) level and must include at least 4 years of experience

    For the GS-14 and GS-15 grade levels, a Level III certification is required.

  • Mastery of procurement and financial assistance laws, principles, and regulations.
  • Ability to advise executive leadership on acquisition issues, laws, and policy proposals.
  • Ability to establish and defend the positions of the Department on major acquisition issues affecting the Federal procurement and financial assistance process and generating nationwide public interest.
  • Knowledge and skill to provide the expert technical leadership, staff coordination and consultation on all acquisition functional areas, including responsibility for formulating guidelines, implementing new developments, and providing policy interpretation to subordinate contracting activities.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Education cannot be substituted for specialized experience for the GS-14 and GS-15 grade level.
