ATF Mission:ATF is a principal law enforcement agency in the Department of Justice dedicated to preventing terrorism, reducing violent crime, and protecting our nation. We perform the dual responsibilities of enforcing Federal criminal laws and regulating the firearms and explosives industries. We are committed to working directly, and through partnerships, to investigate and reduce crime involving firearms and explosives, acts of arson, and illegal trafficking of alcohol and tobacco products.

Responsibilities

The Assistant Director (Management) serves as the principal advisor to the ATF Director and Deputy Director in planning and executing management support programs of ATF to include financial management, asset forfeiture and seized property, procurement, internal controls and facilities management, while also serving as the Bureau's Chief Financial Officer. The incumbent provides managerial direction and policy guidance to approximately 175 employees and over 200 contractors in three divisions within the Office of Management: Asset Forfeiture and Seized Property; Financial Management; and Property, Acquisitions and Safety. In addition, the incumbent is a member of ATF's Strategic Leadership Team and actively participates in developing ATF's strategic plan and establishing ATF's mission and goals.

This key member of the executive team provides strong leadership in financial, logistics, and acquisition management activities and is responsible for ensuring the following:

1) Leadership and guidance on the general principles, standards, practices and functions of financial management (e.g. financial planning and programing, budget formulations, budget execution, cost management, accounting, financial analysis, financial systems management and financial reporting and evaluation);

2) Establishment of uniform accounting standards and procedures for ATF financial operations;

3) Administrative control over the use of appropriated funds to ensure that funds are used only for authorized purposes and obligations and expenditures do not exceed amounts authorized and available;

4) Oversight of the accounting system to provide complete, reliable, consistent and timely financial information;

5) Oversight of the annual CFO audit in cooperation with the Department of Justice's Office of Inspector General;

6) The Bureau's compliance with reporting requirements, consistent with provisions of the Federal Managers' Financial Integrity Act on the status of administrative and financial management controls;

7) Compliance with federal acquisitions guidelines;

8) Closely coordinating management programs with various operations programs to provide maximum support and enhancement of ATF's main mission; and,

9) Representing the Bureau in dealing with members of Congress and high level officials in the Department of Justice, Office of Management and Budget (OMB), Office of Personal Management (OPM), Government Accountability Office (GAO), General Services Administration (GSA) and the like;

10) Compliance with Federal Asset Forfeiture laws, and DOJ policies regarding the processing of assets seized for forfeiture and retained for evidence.

Typically, experience of this nature will have been gained at or above the equivalence of the GS-15 grade level in the Federal service or its equivalence with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualifications for the position, by the closing date of this announcement, automatically disqualifies an applicant.

The individual selected will be subject to the necessary security investigation for a critical position and reporting requirements of the Ethics in Government Act of 1978. Qualifications

Executive Core Qualifications (ECQs) - Mandatory (Current members of the career SES, former career SES members with reinstatement eligibility, and OPM/QRB certified candidates need not address the ECQs).   • Demonstrated broad management experience in planning, developing, administering, and directing an organization, including overall responsibility for short and long range program planning, allocation of human and material resources, development of operational guidelines and policies, implementation of technology solutions, and creation of new methods and procedures to solve complex management problems.
  • Effectively communicates management and policy issues to audiences such as the organization head, top-level officials inside and outside of the organization, and displays extensive knowledge of OMB, GSA, GAO, and OPM laws, regulations, and operations in high-level communications.
  • Demonstrates applied knowledge of financial management principles and cost-benefit analysis. Monitors expenditures in support of programs and policies. Supports the implementation, maintenance, modification, tracking, and reporting activities related to automated financial and accounting systems. Understands the audit process and the policies associated with it.
  • Demonstrates applied knowledge of contracting and procurement requirements and procedures. This includes experience and/or familiarity with contract negotiations, contract administration, competitive sourcing, strategic sourcing, and performance based contracting.
