Responsibilities

This position is located in the Department of Defense (DoD), Defense Security Service (DSS), Office of the Director for Industrial Security Integration and Applications (ISIA), Business Analysis and Mitigation Strategies (BAMS) Division.

As a PROGRAM ANALYST you will be responsible for the following duties:

- Reviews proposed legislation, Federal-level issuance, draft DoD regulations, and similar higher level policies and provides guidance to Assistant Director, BAMS on FOCI program and policy impact
- Maintains awareness of new policies, procedures, regulations, directives, etc., and develops or recommends the operational framework for Agency-wide policies, programs, and systems designed to increase efficiency and economy of Agency functions and operations
- Prepares detailed correspondence for coordination within DCSA Headquarters and with affected U.S. Government agencies, to ensure that goals and objectives are consistent with those of the BAMS Assistant Director

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, and will typically be demonstrated by working at, or immediately below the level of the job being advertised, for a year or more. The previous work experience must clearly demonstrate the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is providing support to foreign investment in the U.S., global markets, mergers and acquisitions, finance, business management and operations, corporate governance, investment and corporate structures, corporate law, and risk management.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

Employees Serviced by DLA: Civilian Federal employees who receive human resources servicing through the Defense Logistics Agency DO NOT need to submit supporting documentation if applying through merit promotion. Your record in Electronic Official Personnel Folder (eOPF) will be used to verify your eligibility.
