The Federal Energy Regulatory Commission's role is to oversee various aspects of the energy industry, including transmission of electricity, natural gas and oil. We also analyze proposals to build liquefied natural gas terminals and interstate natural gas pipelines and license hydropower projects. To help support the modernization of the electric system here in the U.S., we are focusing on issues associated with a smarter grid.

The Major Duties for an Energy Industry Analyst are:
  • Provides authoritative guidance on cases which may involve highly complex or precedent setting issues.
  • Serves as an authoritative technical expert, coach, reviewer, and team leader for the electric rate and policy issues regarding electric utilities, and, in particular organized wholesale electric energy markets.
  • Coordinates the resolution of multi-faceted and complex problems and issues raised during the process of preparing and reviewing electric rate, market and policy decisions.
  • Conducts technical and policy analysis of tariff, rate and market rule matters being considered by the RTOs/ISOs and keeps the Commission abreast of various developmental and operational issues in the regional wholesale electric markets in the eastern United States.
  • Monitors developing market rule, pricing, or tariff changes under consideration in the RTO/ISO stakeholder process.

Candidates must have one full year of specialized experience at or equivalent to the GS-14 level. Specialized Experience is defined as: Leading teams and/or conducting analysis regarding complex issues related to the regulation of the electric utility markets (e.g. energy and capacity markets, major rulemakings, RTO/ISO issues and energy policy issues).

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The questions are related to competencies/knowledge, skills, and abilities such as:
  • Ability to apply knowledge of ratemaking methodologies, regulations, principles and practices pertaining to the regulation of the electric utility industry.
  • Ability to apply knowledge of electric utility regulation to the analysis and evaluation of policy options on electric utility ratemaking and tariff matters and to formulate independent recommendations on those options.
  • Knowledge of advanced electric utility industry regulatory issues and experience in conducting independent and thorough analyses of issues involving novel transmission proposals, including design and operation of RTO/ISO energy and/or capacity markets, market power mitigation, transmission planning and cost allocation, cost of service and rate design, and major rulemakings (e.g., Order Nos. 719, 745 and 1000).
  • Ability to independently prepare and support well-reasoned technical recommendations related to the electric utility industry and ensure the timely completion of written results of high quality.
  • Ability to lead a diverse, multi-disciplinary team to research/analyze complex and sometimes controversial issues related to the electric utility industry and ensure the timely completion of high quality written products (e.g. draft Commission orders, market working group memoranda).
