Responsibilities

  • Serve as a Counterintelligence (CI) team member conducting analysis into sensitive and complex investigations which may ultimately result in significant enforcement action and/or criminal prosecution.
  • Review data to identify patterns that suggests foreign intelligence activity or international criminal organizations targeting USCIS personnel.
  • Review investigative reports and supporting documentation to uncover relationships between investigations.
  • Plan and conduct difficult and complex special studies, reviews, and evaluations related to investigative activities.
  • Provide investigative support using methodical and precise analyses towards USCIS CI mission and criminal investigations.
  • Prepare professional reports, charts, documents and other materials which support findings and conclusions. Present briefings as required.
  • Represent this agency at local, state, and federal law enforcement and interagency meetings specializing in counterintelligence, immigration fraud, national security, public safety and intelligence information sharing.
  • Provides recommendations and briefings to management regarding improved business and management practices for application to agency programs or operations.
  • Conduct comprehensive research and analysis of data to determine immigration fraud trends, patterns, and counterintelligence value.

Probationary Period: You may be required to serve a probationary period of 1 year.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on the closing date of this announcement 08/26/2019.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Qualifications

Relocation expenses are authorized if you are a USCIS employee assigned to the Refugee, Asylum and International Operations program and have been approved for rotation from an overseas assignment. Relocation expenses for USCIS employees assigned to an OCONUS location will be considered on a case-by-case basis.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Performing established collection requirements functions to multiple requests;
  • Applying (and modifying, if necessary) established intelligence practices to specific problems, which involve many variables;
  • Preparing descriptive and current reports on national security concerns, and geopolitical conflicts;
  • Assisting in identifying key technical issues and evaluating alternatives for complex administrative and technical policies and procedures and participating in the development and drafting of policy, procedures, and guidelines required to accomplish overall or special segments of the intelligence program.
