This position is located at the U.S. Department of Education's (ED) Institute of Education Sciences (IES), in Washington, D.C.

The Institute is focused on providing rigorous evidence on which to ground education practice and policy, and has four centers. The National Center for Education Statistics (NCES) is the IES center responsible for development of official education statistics.

As a Statistician, GS-1530-12, you will perform the following duties:
  • Design, develop, and conduct survey or administrative data collections that use optimal data collection methodologies, reflect stake-holder needs, and consider implications for reporting.
  • Evaluate the reliability and validity of data, analyze them using appropriate methodologies, and present analysis findings from them to senior Institute and department officials.
  • Initiate, plan, execute, report and control all work related to the award and oversight of assigned contracts and grants.

As a Statistician, GS-1530-11, you will perform the following duties:
  • Assist with the design, development, and conduct of survey or administrative data collections using optimal data collection methodologies, reflecting stake-holder needs, and considering implication for reporting.
  • Assist more senior staff with the evaluation of data reliability and validity, analyses of the data using appropriate methodologies, and presentation of findings from analyses for Institute and department officials.
  • Provide support to Contracting Officer's Representatives (COR) and grant managers in monitoring all aspects of the related work.

Qualifications

Basic Requirements (All Grades):

This position has a positive Education Requirement in addition to at least one year of Specialized Experience. In order to be found minimally qualified, you MUST meet the following requirements:
  • Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

    OR
  • Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

  • AND

    Specialized Experience for the GS-12:


    One year of experience equivalent to the GS-11 performing all three (3) of the following duties or work assignments:

    1. Experience managing contracts or grants to develop and evaluate study designs and
    analyses.
    2. Experience working directly with data collected through sample surveys or complex experimental studies or administrative data collections.
    3. Experience developing sample-based surveys or administrative data collections.

    Knowledge, Skills, and Abilities (KSAs) (GS12)

    The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).
  • Skill in producing statistical analyses and evaluating the statistical analyses of others, presenting explanation of analyzed data to a wide range of audiences.
  • Skill in managing contracts or grants to develop and evaluate study designs.
  • Knowledge of advanced statistical theories, principles, concepts, and practices.

  • Specialized Experience for the GS-11:

    One year of experience equivalent to the GS-9 performing all three (3) of the following duties or work assignments:

    1. Experience assisting with analyzing findings, evaluating the reliability and validity of data, and presenting findings.
    2. Experience developing substantive and technical reports based on sample-based or administrative record data.
    3. Experience assisting with the development of sample-based surveys or administrative data collections.

    Knowledge, Skills, and Abilities (KSAs) (GS11)

    The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).   • Ability to collect, compute, and analyze data by applying statistical theory.
  • Knowledge of statistical methodologies including but not limited to effect size estimation and multivariate analysis.
  • Skill in large-scale data analysis.
  • Ability to apply financial methods, procedures, and practices related to contracts or grants management.

    We use a multi-step process to review and evaluate applicants:

    1. Eligibility and Minimum Qualifications
