Responsibilities

This position is a mission critical occupation for SAMHSA. The position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Substance Abuse and Mental Health Services Administration's mission, goals and objectives.

As a senior Auditor, you will utilize professional knowledge of auditing principles and procedures to work independently without supervision in carrying out a variety of complex auditing and post-award oversight duties.

Specifically, you will:
  • Plan and establish the scope, time, and locations of audits/reviews based on comprehensive pre-audit surveys and professional judgment and develop audit steps necessary to provide the coverage desired within time and resource constrains of the audit.
  • Conduct audit and oversight activities with a keen understanding of cost allocation and the differences between direct and indirect costs and make appropriate recommendations to resolve cost allocation issues.
  • Resolve Federal (OIG) audits and non-Federal audits (Single Audits, formerly OMB Circular A-133 per Subpart F of 45 CFR Part 75), including: identifying relevant audit findings; obtaining appropriate documentation (auditee responses, corrective actions plans, etc.); preparing Audit Resolution Letters and responses to appeals.
  • Review grantees' post-award drawdown requests (i.e., expired payment requests) and reach out to grantees and obtain all information necessary to determine if requests are for expenditures that are allowable, reasonable and allocable to the grants(s).
  • Conduct pre-award risk assessments (i.e., financial capability reviews - FCRs), which may include: examining grantees' major financial management systems for compliance with federal requirements; reviewing Single Audit Reports (formerly OMB Circular A-133) for outstanding findings, analyzing financial statements for financial viability of an organization, etc.
  • Conduct entrance, interim, and exit conferences with appropriate management officials during audits/reviews to discuss objectives, approach, progress, and to sell controversial and critical observations to managers who are often reluctant to agree that corrective action is required, or that recommended changes will improve future operations.
  • Prepare appropriate audit reports which summarize results and contain recommendations to correct deficiencies disclosed by the audit/compliance review and initiate actions, when appropriate, to change policies and procedures resulting from audits/reviews and provides staff consulting services, as required.

Qualifications

THESE QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE: 08/28/2019

BASIC REQUIREMENTS:

Education: All applicants applying for this position must possess specific education as part of the qualification requirements.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Note: (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.").

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the education requirement, to qualify for this Auditor position at the GS-12 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Performing operational or financial audits of a non-routine or complex nature; Understanding and interpreting indirect cost rate agreements.

In addition to meeting the education requirement, to qualify for this Auditor position at the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Planning and conducting a variety of auditing assignments and investigations; Applying approved indirect cost rates to the applicable direct costs of federal grants and contracts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 08/28/2019.

Current year pay adjustments are not acceptable for verifying TIG (ex. 2019 general increases cannot be used to verify TIG).
