Responsibilities

Financial Management Specialist, PD# 55064-0

Reviews and analyzes audits, special investigative reports, and other reports to advise on recommendations and to initiate changes to existing fiscal policies and procedures, and/or to develop new or additional fiscal policies and procedures. Develops fiscal and accounting policy related to all aspects of the Office of Financial Policy's areas of responsibility. Provides training and guidance on complex and unusual issues and problems related to fiscal operations not otherwise covered by existing policies and procedures. Maintains a liaison role and cooperates with the Treasury Department, General Accounting Office, Office of Management and Budget, Office of Personnel Management, General Services Administration, and other Federal, State, local and private agencies as required in connection with accounting and financial reporting policy and procedure activities. Solicits recommendations from staff, contractors, and other interested parties based on research, best practices, or demonstrated need for changes to current laws and regulations, or to propose new ones. Composes documents or correspondence involving complex or technical financial and accounting information.

PHYSICAL REQUIREMENTS: The incumbent occasionally must travel in the United States to make presentations, attend meetings and determine facts; however, for the most part the work is sedentary.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.

Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-14 position you must have served 52 weeks at the GS-13 level.

Specialized Experience (GS-14):

GS-14: I have at least one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience developing and implementing fiscal and accounting policies; evaluating, analyzing and providing recommendations on proposed changes to accounting operations and policies; experience preparing financial reports and representing the agency in meetings pertaining to accounting and financial reporting activities. Experience conducting independent research in advanced accounting and financial reporting concepts.

Competency 1 - Expert knowledge of statutes, policies, and regulations that govern or otherwise affect the Department's financial management activities.

Competency 2 - Superior knowledge of financial management, fiscal and accounting theories, concepts, principles, procedures, and generally accepted accounting principles and standards in the U.S as it relates to accounting, cash, debt, travel, purchase card, and grants.

Competency 3 - Knowledge of study methods and approaches and their uses in a variety and comparative and evaluative analysis situations that support policy execution, and problem resolution relating to accounting, cash, debt, travel, purchase card, and grants.

Competency 4 - Broad experience in dealing effectively with top officials within the Executive Branch's Department and Agencies.

Competency 5- Ability to communicate verbally as well as in writing.
