Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality (CCSQ), Office of Clinician Engagement (OCE).

As a Physician, GS-0602-14, you will provide authoritative advice in the development of policies that impact clinicians in their delivery of care to CMS beneficiaries. You will evaluate regulations that address medical issues for impact on clinicians to reduce clinician burden.

Responsibilities

  • Provide analysis to senior leadership in order to design and develop plans and programs meant to engage clinicians and address burden reduction.
  • Examine current, proposed, and new national healthcare policies and provide data on how clinicians are impacted and recommend how to lessen the impact and/or improve the clinician experience while meeting policy objectives.
  • Provide clinical, scientific, and methodological direction and identify the need for short or long term analytic studies of medical literature on emerging clinical quality measures.
  • Maintain liaison with medical communities and internal and external clinical experts to exchange ideas on current and future direction of burden reduction.
  • Produce written documents for internal briefings, public presentations, and publication in peer-reviewed journals.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least 4 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Evaluation of Candidates

  • Interviews: Applicants may be interviewed to assure that they possess the degree of skill in interpersonal relationships required for satisfactory performance of the duties of the position to be filled.
  • Substitution of Experience for Residency Training: Experience may not be substituted for residency training that is essential for the performance of specialized duties. For example, specialists such as psychiatrists and surgeons must complete the number of years of accredited residency training required in their respective specialties. An exception may be made when a peer panel of physicians (subject-matter experts) determines and documents that the knowledge, skills, and abilities acquired in professional medical practice are equivalent to those acquired during the same period of time in a graduate training program.
  • Teaching Experience: Graduate teaching experience as a member of the faculty in a school of medicine or school of public health may be credited for training positions or as appropriate for specialist positions. (Teaching undertaken as a part of a residency or fellowship training does not satisfy this requirement.)

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

    Degree: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year you graduated. (A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates [ECFMG] or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).

    Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. Graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.

    License/Registration Requirement: In addition to meeting the qualification requirements, all candidates must possess the following license/registration:

    Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
