EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will provide technical and operational support, and guidance to the agency relating to Information Technology (IT) focused on all areas of information and cyber security. Typical assignments include:
  • Exercising broad, overall responsibility for the formulation, development, administration and execution of IT systems security, policies, programs, and projects for the agency. Providing expertise in identifying, defining and refining system security requirements.
  • Leading cybersecurity support and security architecture for program utilizing Agile development in a cloud hosted environment. Leading efforts in DevSecOps pipeline and managing data and application security with emphasis on remediation of security vulnerabilities. Leading efforts in implementing and monitoring security measures for the protection of an enterprise system, network and data information.
  • Utilizing NIST security control assessment in alignment with management, operational and technical controls to ensure compliance with NIST 800-53A security requirements. Implementing principles with HSPD-12 compliance with-in depth familiarity of NIST 800-63-3 Identify Assurance Level, Federation Assurance Level and Authenticator Assurance Level to manage IT systems.
  • Supporting work areas in key IT areas including: data architecture, data integration, system engineering, system architecture, test and evaluation, system security and authorization, release management, product roadmap, pipeline services, application microservices, qualitative and quantitative data, and Agile metrics and reporting. Mitigating and removing impediments impacting successful team completion of product roadmap goals

Qualifications

The qualification requirements listed below must be met within 30 days of the closing date of the announcement.

You qualify for this position at the GS-13 level (starting salary $99,172) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-12) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Examples of specialized experience would typically include but are not limited to:
  • Developing Information Technology (IT) security systems that minimize IT risk and vulnerabilities,
  • Utilizing the Agile development methodology, or similar approach, to manage data and application security,
  • Creating technical documents or training programs related to IT security,
  • Providing recommendations to leadership on security guidelines that target new and emerging threats.

For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below.   • Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.
