Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . This position is located at the Communications Electronics Command, Software Engineering Center, Operations Directorate , OD - Operations and Security Division (QBA), Fort Huachuca, AZ: Duty location Aberdeen Proving Ground, MD.

Responsibilities

  • Plans, develops, and implements security policies and procedures to insure classified material is received, transmitted, handled, stored, and accounted for from the time of receipt until dispatch, return or destruction.
  • Serves as Inquiring Official for Preliminary Inquiries and investigations; gather facts and circumstances surrounding security incidents and violations.
  • Maintains the Physical Security Program by developing policies and procedures for safeguarding security property, equipment, information, and personnel.
  • Maintains key control for SEC, responsible for issuing building and room keys, access key cards, maintaining key control logs, and ensuring keys are secure.
  • Utilizes the Security Policy Automation Network and SENTRY to manage Foreign Disclosure requests and foreign visit.
  • Administers and implements the security Industrial Security program.
  • Reviews Contract Security Classification Specifications for data accuracy, consistency and completeness.
  • Performs authoritative interpretation of industrial security regulations and directives as they pertain to Software Engineering Center projects.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET security clearance.
  • Temporary Duty Travel (TDY) may be required up to 10% of the time.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience: One year of progressively responsible intelligence-related security experience at the GS/GG-11 grade level that includes performing the following duties: (1) Information Security and Physical Security and 2 of the following as well ; Personnel Security, Foreign Disclosure, Industrial Security, Operations Security. (2) Provide security training and inspection compliance associated with these disciplines.

You will be evaluated on the basis of your level of competency in the following areas:

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled.

NOTE: Creditable specialized experience may include previous military intelligence experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade in the series.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
