Summary

This position is located in a Washington, DC Metro Office and reports to the FTA Region III office in Philadelphia, PA. The purpose of this position is to enhance FTA's stewardship of it's grant program and assure accountability of Federal Funds. The Financial Analyst is responsible for reviewing and interpreting Federal policy in the Region III office by providing leadership, coordination and authoritative financial advice.

Responsibilities

The Financial Analyst:
  • Develops, promotes, and provides direction on regional-level policy and guidance related to financial analysis of the FTA grant program.
  • Represents the region and develops, promotes and implements improved accounting practices and procedures.
  • Provides guidance in the interpretation of FTA program requirements for the development and maintenance of acceptable accounting, budgeting, and financial systems.
  • Provides transit agencies with technical assistance on accounting principles and practices and assures that the accounting system is adequate for capturing program costs, provides accountability and control of all FTA grant funds, provides adequate reporting of all financial activities, and captures data supporting reimbursement requests.
  • Reviews and recommends for appropriate action, as required, financial planning documents, grants, budget revisions, Letters of No Prejudice, Force Account Plans, Cost Allocation Plans, Innovative and Long Term Financing Plans, and other financial assistance instruments including the provision of all necessary documentation for approval, rejection or other action.
  • Provides program management and oversight of projects approved under the standard FTA funding programs and any special funding.
  • Conducts and oversees various oversight reviews such as a financial management process reviews, local area project reviews, conducts financial risk assessments, review of grant drawdowns, OMB Circular A-133 single audit follow up of transit agencies and other financial administrative reviews.
  • Consults with transit management officials regarding the responsibilities and requirements under OMB Circular A-133 (the Single Audit Act) as it relates to the entity and Sub-recipients.

This ideal candidate for this position is a Financial Analyst with experience and demonstrated ability to examine, analyze, and interpret financial data, records, and reports; and advise and/or assist management on financial management matters.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience managing an oversight review, with guidance interpretations of an oversight program requiring annual certification of internal financial controls.
  • Experience applying accounting practices to make agency/organizational decisions.


To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience managing an oversight review, with guidance interpretations of an oversight program requiring annual certification of internal financial controls.
  • Experience communicating financial information to internal/external audiences, along with guidance on processing documents and developing processes.
  • Experience applying accounting practices to make agency/organizational decisions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
