Summary

This position is located in the Office of Executive Director , Bureau of Diplomatic Security (DS/EX), in the U.S. Department of State (DOS), and reports to Deputy
Executive Director.

The position serves as the Bureau's primary point of contact for domestic emergency management purposes.

If eligible, applicants to this announcement may be referred to other positions in other Bureaus/Offices in the Department.

Responsibilities

  • Serves as the organization's subject matter expert for its domestic emergency plans development , training, implementation, and recovery program.
  • Works with senior leadership to identify Emergency Response Group /Continuity of Government (ERG/COG), EAC, and Continuity of Operations (COOP) team membership, and coordinates all training, access, and exercise requirements with A/OEM.
  • Conceptualizes, develops, and implements a broad range of emergency drills and exercises to test existing DS domestic emergency plans that include tabletop exercises, notification drills, shelter in place, and active shooter exercises.
  • Serves as the Bureau's representative to A/OEM; maintains frequent liaison on emergency planning and preparedness issues with A /OEM and throughout the Bureau.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

-Experience utilizing federal statutes and regulations, executive orders, precedents and administration policies and programs in order to prepare, design, implement and oversee an organizations emergency response plan.

-Experience preparing and delivering/explaining an analysis of an emergency management program, as well as, providing and implementing any recommendations for improvement.

-Experience serving in a liaison capacity regarding security related matters.

There is no substitute of education for specialized experience for the GS-13 position.

Qualified candidates are assigned a score between 70 and 100.
