Summary

This position is located in the Department of Commerce,Office of the Chief Financial and Administration Officer, (OCFAO), Management and Operations Division, (MOD), Washington, District of Columbia.

The primary purpose of this position is analyze and evaluate major management/program aspects of substantive, mission-oriented programs.

Responsibilities

  • Leading a team to perform reviews and evaluations on the effectiveness of program operations and operational activities in meeting established ITA goals and objectives.
  • Collaborating with Department and bureau-level staff to modify and implement changes to improve space, facilities, acquisitions, inter-agency agreements, security processes as well as organizational changes.
  • Leading a team at conducting quantitative and qualitative analyses and management reviews
  • Leading the evaluation of new or modified programs, policies, regulations, and processes.
  • Advising the Director of MOD on developing and evaluating the effectiveness of new or modified program objectives and operations and their relationship with other programs related to the mission.
  • Ensuring best practices and new technologies are considered and implemented as appropriate for integrated financial and business management.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.Specialized Experience:GS-14: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing the following duties:
  • Interpreting and providing guidance to staff on administrative laws, policies, regulations, and precedents applicable to space management and facilities
  • Providing guidance and instruction to staff on modifying and implementing changes to improve space management and facilities
  • Utilizing qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems
  • Utilizing the Federal Acquisition Regulation, OMB, Office of Federal Procurement Policy, Commerce Acquisition Regulation, Commerce Acquisition Manual, etc. to provide guidance to customers

Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy.
