Responsibilities

This position is a mission critical occupation and is responsible for analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As an Information Technology Specialist (INFOSEC), you will serve as the Chief Information System Security Officer (CISO).

Specifically, you will:
  • Assess plans, hardware, and application of information system hardware, system software, overall system design techniques, data communications, overall capabilities of systems concerned and state of the art in secure technologies, to include specific system vulnerabilities.
  • Review and evaluate requests for contract support services, including hardware, software, and any other support services, for compliance with applicable information security regulations, mandates and requirements.
  • Advise the Chief Information Officer (CIO) on whether to approve or disapprove such requests and/or what changes would have to be made so that the requests comply with all of the applicable automated information security laws.
  • Assist the CIO with oversight responsibilities for the development of security plans, risk assessments, continuous monitoring and continuity of operations plans and the carrying out of the Assessment & Authorization (A&A) process.
  • Oversee the work of and works with contractor staff carrying out cybersecurity activities on behalf of the agency including Authorization to Operate, security tests and evaluation (ST&E) and independent validation and verification (IV&V), POAM management to assure that these activities are carried out in a high quality manner and on time.

Basic Requirements: To qualify for this position, your resume must clearly demonstrate that you have IT-related information security experience in each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail; Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations: listens to others, attends to nonverbal cues, and responds appropriately; Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the four IT related competencies listed above, in order to qualify for this Information Technology Specialist (INFOSEC) position at the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Providing technical leadership and advice on critical IT programs regarding security and risk; Collaborating with others regarding the security activities of internal systems to update and improve security plans and track plan of actions and milestones; Leading a project, workgroup or initiative focused on identifying and implementing strategies, policies or procedures to mitigate an organization's IT risks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
