Responsibilities

As a BUDGET ANALYST at the GS-0560-7/9/11/12/13 some of your typical work assignments may include:

-Performs a wide range of technical, administrative, and analytical duties connected with the formulation, justification, presentation, execution, and review of the Agency appropriations (Operations and Maintenance, Defense-Wide [O&M]; Research, Development, Test and Evaluation, Defense-Wide [RDT&E]; Former Soviet Union Threat Reduction [FSUTR] - also known as Cooperative Threat Reduction [CTR]; Procurement, Defense-Wide [P, DW; and Military Construction [MILCON]; and Overseas Contingency Operations [OCO]).
-Provides oversight of and support for a full range of budget functions, applying an expert knowledge of budget and program principles, policies, procedures, concepts, standards, terminology, financial management, and business operation systems to execute assignments and projects, resolve issues, and provide authoritative financial analyses for the Section Financial Managers.
-Participates in the formal and informal quarterly execution review by providing budget execution analysis and input monitoring Agency financial systems for the status of Directorate funds and reporting the execution status to the applicable Program Manager and Agency/Directorate Leadership.
-Establishes and maintains personal and automated contact with Program Managers and the applicable Directorate Leaderships to provide for two-way flow of technical and programmatic data on all programs assigned. Selects analytical methods to be used in determining funding needs, developing strategies for presenting recommendations, checking the accuracy and reliability of budget forecasting, and evaluating the effectiveness of controls over the use of funds.
-Evaluates financial spend plans developed in conjunction with the Program Managers and the applicable Directorate to ensure consistency with program baselines and requirements. Loads spend plans into the automated system for monitoring during the fiscal year; reconciles spend plans to actual fund activities to match the accounting system during the execution year. Applies knowledge of the acquisition life-cycle process to support development and preparation of acquisition documents. Prepares and/or reviews acquisition and financial management documents.

  • The incumbent must obtain a minimum of 80 continuous learning points (CLPs for every 2 year CLP period, with a goal of at least 40 annually.


Qualifications

You may qualify at the GS -13 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
-DoD Planning, Programming, Budgeting & Execution Process (PPBE) and its associated cycles as well as experience in formulating and justifying budgets.
-Oversight of funds for program and administrative purposes (to include Purpose, Time and Amount) and executing funds.
-Reviewing budgets.
-Analyzing budget submissions and financial data such as obligation and expenditure rates, providing decision support and analysis to support the budget.
-Working with program management and contracting on the determination of the funding of requirements for stakeholders.
-Advising provision of financial advisory services for a large organization to include independently researching financial issues and providing recommendations to senior managers; working and understanding of Defense Acquisition System.

You may qualify at the GS -12 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
-DoD Planning, Programming, Budgeting & Execution Process (PPBE) and its associated cycles as well as experience in formulating and justifying budgets.
-Oversight of funds for program and administrative purposes (to include Purpose, Time and Amount) and executing funds.
-Reviewing budgets.
-Analyzing budget submissions and financial data such as obligation and expenditure rates, providing decision support and analysis to support the budget.
-Working with program management and contracting on the determination of the funding of requirements for stakeholders.

You may qualify at the GS -11 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-9 grade level in the Federal service as listed below:
-DoD Planning, Programming, Budgeting & Execution Process (PPBE) and its associated cycles as well as experience in formulating and justifying budgets.
-Oversight of funds for program and administrative purposes (to include Purpose, Time and Amount) and executing funds.
-Reviewing budgets.
-Analyzing budget submissions and financial data such as obligation and expenditure rates, providing decision support and analysis to support the budget.

OR

B. Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree.

C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

You may qualify at the GS -09 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-7 grade level in the Federal service as listed below:
-DoD Planning, Programming, Budgeting & Execution Process (PPBE) and its associated cycles as well as experience in formulating and justifying budgets.
-Analyzing budget submissions and financial data such as obligation and expenditure rates, providing decision support and analysis to support the budget.
-Reviewing budgets.

OR

B. Masters or equivalent graduate degree OR 2 years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D.

C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

You may qualify at the GS -07 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-5 grade level in the Federal service as listed below:
-DoD Planning, Programming, Budgeting & Execution Process (PPBE) and its associated cycles as well as experience in formulating and justifying budgets.
-Analyzing budget submissions and financial data such as obligation and expenditure rates, providing decision support and analysis to support the budget.

OR

B. Bachelor's degree and 1 year of graduate level education.

C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

ACQUISITION POSITION: This position requires Acquisition Workforce Level 2 Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

This is an Acquisition, Technology and Logistics (AT&L) Workforce position in the Business - Financial Management career field. The incumbent will be required to become certified, Level II in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend beyond 24 months.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position.
