Responsibilities

-Recommending adaptation of established procedures to eliminate problems or to improve the operations under study.

-Planning and conducting financial management studies that involve the analysis of interrelated administrative processes; e.g., budgetary, financial, procurement and property management functions.

-Reviewing and analyzing financial reports generated by the financial system, identifying problems and discrepancies, and determining if adjustments or corrections are required.

-Analyzing processing flows, integration of external system interfaces and internal system modules.

-Participating in the preparation of recurring financial management reports, statements, and supporting justifications by performing problem analysis, documentation and adapting financial management procedures to satisfy report requirements.

-Reviewing and evaluating financial systems for effectiveness of internal controls and integrity of the organization's financial information; Reviewing data in reports and financial statements and identifying abnormal trends and control weaknesses.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Qualifications

All applicants must possess one year of specialized experience. To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as defined below:

GS-12: One year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service. Examples include experience with the application of accounting theory, concepts, principles, and practices; experience in planning and completing accounting assignments; experience working collaboratively in a team environment; experience in preparing oral and written communications; and experience with the processing of accounting transactions; general ledger analysis and reconciliation related to allocation of costs; reconciliation of personal property and processing of reimbursable activity and eliminations

GS-13: One year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in the Federal Government. Specialized experience for this position includes senior experience in the application of accounting theory, concepts, principles, and practices; experience in planning and completing accounting assignments; experience working collaboratively in a team environment; provides expert advice to program officials, accountants, financial analysts, and other specialists on the interpretation of accounting and financial regulations; experience in preparing oral and written communications; and experience with the processing of accounting transactions; general ledger analysis and reconciliation related to allocation of costs; reconciliation of personal property and processing of reimbursable activity and eliminations.

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must first meet the Basic Education Qualification Requirements listed below:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
