Responsibilities

The incumbent's duties broadly encompass the management planning, development and implementation of the Life Cycle Management program for all Gun Weapon Systems (GWS's) and provides fleet and shore based technical support to USCG activities as necessary for continued and maximum operational availability of GWS's for Navy Type Navy Owned ordnance systems installed on Coast Guard Platforms. The incumbent works on major ordnance weapon system projects that are developed and installed on several classes of cutters or other vessels, or on shore installations.

- Incumbent serves as Senior Equipment Specialist for critical Navy Type, Navy Owned Gun Weapon Systems under development (new construction) or undergoing various phases of alterations, retrofit or modification. As necessary, directs and oversees the work of several lower graded Equipment Specialists, each of whom is responsible for life cycle management for specific Gun Weapon Systems.

- Incumbent serves as the Navy's Maintenance and Material Management (3M) system coordinator in support of executing maintenance and supply elements for Navy Type Navy Owned systems on Coast Guard platforms. He/she is responsible for conducting system data analysis to ensure information recorded in the 3M system is synchronized with Coast Guard IT systems requiring critical data input.

- Incumbent provides assistance and input for the development and submission of budgetary requirements and proposals for NTNO equipment. Provides input for yearly Program Objective Memorandum (POM) submission and prepares and submits purchase requests, Military Interdepartmental Purchase Requests (MIPR's), Funds Transfer Authorization (FTA) and CG Yard project request as required.

- Incumbent is responsible for maintaining and updating the Gun Weapon System Life Cycle Management process and desk guides. He/she will provide training to ensure processes are being followed I.A.W. established Navy and Coast Guard policies and procedures.

- Incumbent will provide continuity and guidance to GWS Life Cycle Managers in the performance of Ordnance Technical Inspections (OTI's) including scheduling, coordination, special tools and test equipment. He/she will validate the OTI process to ensure lower level Equipment Specialists and Life Cycle Managers (LCMs) are properly trained and following established processes. This will include traveling to shipboard and shore activities as necessary.

- Incumbent is responsible for the collection, interpretation and or development of specialized logistics support information on Gun Weapon Systems/Equipment as part of the Coast Guard's overall management scheme to provide a cost effective means to maintain entire ship classes continuously throughout their life cycles. Provides technical advice to the fleet, CG Headquarters, and other government agencies based on extensive experience and practical knowledge to resolve complex equipment support problems encountered.

Qualifications

QUALIFICATIONS FOR GS-12: Candidates must have at least 1 full year of experience equivalent to at least the GS-11 level in the Federal service in performing work involving the collection, analysis, interpretation, and development of specialized information concerning GWS systems. This experience may have been gained by working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator dealing with manufacture, utilization, repair, or operation of equipment; reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; applying various calculation techniques used in the provisioning process to determine the range and depth of item selection with complex equipment and systems; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specifications are met; and analyzing or supervising maintenance, repair or production operations to determine methods of improvement. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

  • Extensive knowledge of the parts, tools, training devices and technical documentation required to support Navy-Type Coast Guard-Owned ordnance Gun Weapon System equipment and system throughout its life cycle. Ability to read and interpret technical support documentation, circuit schematics, blueprints, work orders, change orders, supply and technical production manuals for making logistics support and other delineations.

Ability to communicate orally and in writing with a variety of internal personnel and various organization-level representatives of other agencies on wide ranging controversial, sensitive or serious equipment support problems involving complete equipment systems. subsystems and groups of commodity classing requiring broad-reaching corrective action.
