Summary

The incumbent supervises security and emergency management personnel engaged in developing policy, standards, procedures, and evaluating the effectiveness of current policies and practices within all security and emergency management programs. Serves as an advisor to senior staff and provides guidance and assistance to supervisors and employees on all areas of security and emergency management regulations, policies and laws and effectively assists management in program-related responsibilities.

Responsibilities

Duties include but are not limited to the following:
  • Participates in the immediate and long-range planning, development, and analysis of unique needs of the Bureau related to national and departmental security and emergency management programs and policy areas affecting various areas of EOIR personnel, physical, industrial and information security and emergency management resources.
  • Participates in the development of operational and budgetary plans including Unified Financial Management Systems (UFMS) with top-level managers and key officials as it relates to security and emergency management policies and procedures.
  • Provides management with options and recommendations for effective security program and policies and advises on the regulatory and legal requirements of various security policies national and Departmental.
  • Leads and provides oversight to non-supervisory security and emergency management staff and team members in the continual operations, analysis and evaluation of security, HSPD-12/PIV card access programs, processes, procedures and emergency management policies, and implementation goals throughout the EOIR.
  • Studies statutes, policies, regulations, guidance, and procedures of the DOJ, EOIR, and OPM to determine applicable requirements and best methods or techniques to support the required level of manpower and fiscal resources and consultant and advisory services necessary for successful security resource management and mission accomplishment.

Qualifications

In order to qualify for the Supervisory Security Specialist position, you must meet the following time in grade requirements and minimum qualifications:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 evel. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

AND

Minimum Qualifications GS-14:
Must have at least one full year (52 weeks) of specialized experience equivalent to at least the GS-13 grade level in the Federal performing the following duties: 1) Advising senior leadership regarding technical issues on the selection and application of physical security systems and equipment for organizational facilities; 2) Evaluating contract offers for physical security systems; 3) Developing plans to manage material resources in achieving physical security systems program objectives; 4) Evaluating security and emergency management programs to ensure all are operating effectively; AND 5) Supervising security systems and emergency management subordinates in accomplishing objectives and operations.

Additional information

(Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.

1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. You must submit an SF-50 that reflects career or career-conditional (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1).

2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge. To be eligible, a veteran must be honorably separated and either a preference eligible or have substantially completed 3 or more years of active service. NOTE: Current career/career conditional federal employees applying under VEOA must submit a qualifying SF-50 to show they meet time-in-grade.

3. A 30% or more Disabled Veteran. You must submit your DD214, a completed SF-15, and letter from the VA dated 1991 or later.

4. Military spouses are eligible if their active duty military spouse: 1) receives a Permanent Change of Station move; 2) has a 100% disability rating; or 3) died while on active duty. Please submit supporting documentation.

5.
