About the Position:

This Information Technology (IT) Specialist Information Security (INFOSEC), NH-2210-04 position is located in the Program Executive Office (PEO) Soldier at Fort Belvoir, VA.

This position is being filled under the Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions in accordance with 10 USC § 1705(g).

Responsibilities

  • Serving as Senior Information Technology Specialist and Senior Cybersecurity Specialist managing and advising on systems' design and development analysis
  • Cybersecurity analysis and cybersecurity test and evaluation of information systems integral to accomplish the Program Executive Office mission at the Headquarters level
  • Serving as a Cybersecurity subject matter expert for PEO reviewing, analyzing, interpreting, and implementing cybersecurity policy, developing cybersecurity strategies, and conducting cybersecurity assessments
  • Analyzing and assessing information systems cybersecurity controls for threat and cybersecurity events related to integration with tactical and 'acquisition systems that impact the systems? cybersecurity posture
  • Developing and maintaining the organizational tactical security architecture plan

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

To qualify based on your experience, you must have IT-related experience demonstrating each of the four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the four competencies, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Providing subject matter expertise for an organization on Army cybersecurity standards, policy, and requirements; 2) Developing Risk Management Framework to test information systems' security controls;
3) Conducting cybersecurity test and evaluation of information systems or evaluating cybersecurity testing results and recommending improvements or advising on system risk; and 4) Providing technical expertise and guidance on design and development aspects of cybersecurity of supported systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Education

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in the Acquisition Career Field Information Technology within 24 months of entrance on duty.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
  • Level II Information Assurance Management training must be completed within 6 months of appointment.
  • You will be required to undergo a background investigation leading to the successful adjudication of eligibility for Top Secret/Sensitive Compartmented Information security clearance. Derogatory information developed during the background investigation, such as a criminal history or an adverse credit history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
  • This is a Career Program (CP) 34 - Information Technology position.

You will be evaluated for this job based on how well you meet the qualifications above.
