This position is located with the Budget Review Branch, Budget Review and Concepts Division. The Budget Review Branch's work frequently involves activities that provide a birds-eye view of the discretionary side of the Federal budget. Our work products are frequently presented to the Director, other senior OMB policy officials, Federal departments and agencies, and the White House.

The Branch coordinates heavily with other offices in the Budget Review Division and with other offices within OMB and the EOP to compile the data and information necessary to produce these work products. Accordingly, attention to detail and the ability to work on competing priorities under sometimes tight deadlines are crucial skills for a successful candidate.

As a BUDGET PREPARATION SPECIALIST, GS-0501-9/11, your typical work assignments may include the following under supervision:

Generally, the work encompasses compiling and analyzing program and budget information gathered from a variety of sources; reviewing-both from a technical and substantive viewpoint-budgetary data, appropriations language and related congressional reports, and other information; preparing ad-hoc budget analyses and other data tasks such as reviewing budget projections for select programs; developing tables, reports, letters, and memoranda that explain or illustrate budget analysis; tracking appropriations legislation throughout the budget process; and identifying and resolving problems throughout each stage of a given work product.

Examples of specific work assignments include:
  • Score and track annual appropriations bills. Billtrackers: 1) monitor congressional action on assigned bills and report activity to policy officials and OMB staff; 2) score appropriations bills for all stages of congressional action, in consultation with other OMB Offices and the Congressional Budget Office, frequently requiring analysis of complex scoring issues; and 3) prepare summary materials.
  • Preparation of recurring and ad hoc analytical reports. These reports compile data and other information and analyze its implications for OMB policy leadership on a wide variety of budgetary topics such as: 1) development of alternative budget paths; 2) assessing the effect of budgetary proposals on the discretionary spending limits established by budget enforcement legislation; and 3) preparing comparisons of OMB and CBO scoring of legislation.
  • Preparation of recurring and ad hoc exercises. Working across the Budget Review Division, coordinate the development of exercises that collect information-principally budget-from agencies and Resource Management Offices. Budget Review Branch staff are responsible for ascertaining the scope of the exercise according to policy official needs, developing the exercise and any associated guidance or instructions necessary, and finalizing and presenting the results. This requires identifying and resolving problems that arise in managing the exercise, careful attention to detail, and communication with a wide variety of staff across OMB and the EOP.
  • Preparation of the President's Budget and Mid-Session Review. Working with other staff in the Budget Review Division, coordinate the development of the President's Budget and Mid-Session Review. This includes working with Resource Management Offices regarding agency budget proposals, ensuring that the Budget documents and the supporting information are of high technical quality, and assisting Resource Management Offices and agencies with the preparation of budget data and materials. The Budget Review Branch, in particular, is responsible for coordinating and finalizing three of the four volumes produced each year for the President's Budget.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. You may qualify at the GS-09 level, if you fulfill the following qualification requirement:

A. One year of specialized experience equivalent to the GS-07 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that demonstrates:
  • Practical reasoning and negotiating skills for complex problems and work independently towards defensible solutions or recommendations.
  • Ability to summarize and analyze large amounts of complex information and data, to spot trends in material being reviewed, and to present quantitative and/or qualitative information in a clear, concise fashion.
  • Ability to work independently or in team settings and to adapt effectively to rapidly shifting priorities and high-pressure situations.
  • Ability to communicate effectively both orally and in writing. Experience in leading teams to analyze and/or address policy initiatives, requiring data analysis and/or presentation of findings.
  • Experience with the Federal budget process OR experience reading, analyzing, tracking, and/or reporting on legislation.
B. Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or Bachelor of Laws (LL.B.) or a Juris Doctor (J.D.), if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include economics, public policy, political science or law is preferred, including but not limited to, a focus on financial or banking policy, tax policy and administration, and/or public finance;

C. A combination of education and experience as listed above.

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-09 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that demonstrates. In addition to meeting the specialized experience at the GS-09 level, you must also have experience performing the following:
  • Applied reasoning and negotiating skills for complex problems and work independently towards defensible solutions or recommendations.
  • Experience in researching legislation, budget, scoring, or appropriations issues, as well as summarizing and presenting findings to clients, team members, or management.
B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or a Master's of Laws (LL.M.), if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include economics, public policy, political science or law is preferred, including but not limited to, a focus on financial or banking policy, tax policy and administration, and/pr public finance;

C. A combination of education and experience as listed above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
