Responsibilities

  • Defines and manages IT and/or cybersecurity related programs and/or projects, or other area of responsibility, to include strategic direction for program initiatives and activities, personnel, infrastructure, policy enforcement, emergency planning, IT and/or cybersecurity awareness, and/or other resources.
  • Provides oversight to ensure program/project work is adhered to the larger strategic view developed by senior management at CNCS and serves as the point of contact for elevating unexpected issues that may arise to senior leadership.
  • Responsible for program/project resources, allocation plans, workforce development plans, budget forecasts, initiatives, and policies.
  • Manages one or more large IT program(s) to provide products and/or services. Coordinates, communicates and integrates IT projects and program activities. Ensure that the work effort achieves the outcome as specified within the IT business strategies.
  • Work encompasses the decision-making and negotiation responsibilities involved in executing the program efforts.
  • Ensure the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.
  • Conduct systems security evaluations, audits, and reviews; participate in network and systems design to ensure implementation of appropriate systems security policies.
  • Ensure the rigorous application of information security/information assurance policies, principles, and practices in the delivery of all IT services; participate in defining IT security requirements.
  • Identify need for changes based on new security technologies or threats; review proposed new systems, networks, and software designs for potential security risks;
  • formulate agency-level IT security program initiatives in response to critical IT security issues; develop long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.
  • Consult with customers to evaluate functional requirements; and coordinate with systems architects and developers, as needed, to provide oversight in the development of design solutions.
  • Define project scope and objectives based on customer requirements; and develop and document requirements, capabilities, and constraints for design procedures and processes.
  • Communicate the value of IT security throughout all levels of the organization's stakeholders. Collaborate with organizational managers to support organizational objectives; and identify IT security program implications of new technologies or technology upgrades.
  • Research current technology to understand capabilities of required system or network; research and evaluate all available technologies and standards to meet customer requirements. Design and develop new tools/technologies; identify functional and security related features to find opportunities for new capability development to exploit or mitigate cyberspace vulnerabilities.
  • Identifies customers' information systems requirements; analyzes information systems requirements or environment.
  • Designs or conducts analytical studies, cost-benefit analyses, or other research; and identifies standards or requirements for infrastructure configuration or change management.
  • Plans, installs, configures, tests, implements, and manages the systems environment. Analyzes design constraints, trade-offs, and detailed system and security designs to identify necessary lifecycle support; and design and develop secure interface specifications between interconnected systems. Design, develop, integrate, and update system security measures (including policies and requirements) that provide confidentiality, integrity, availability, authentication, and non-repudiation; and develop architectures or system components consistent with technical specifications.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the low/mid-range of the NY-03 pay band, which would be at or equivalent to, the GS-12 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: Work that involves ensuring the confidentiality, integrity and availability of systems, networks and data through planning, analysis, development, implementation, maintenance and enhancement of information systems security programs.The incumbent is also responsible for implementing the programs necessary to align CNCS's Information Technology personnel, resources and assets including all systems and infrastructure to support Department-wide missions and activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
