Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will acts as the senior strategic analyst for the Chief Strategy Assessment Branch and is responsible for analysis and expertise that supports strategy development, joint planning, risk evaluation, and Chairman Joint Chiefs of Staff program and budget recommendations to the Secretary of Defense.

Responsibilities

As a STRATEGIC ANALYST at the GS-0301-14 some of your typical work assignments may include:
  • Develop national security-related policy, military strategy, strategic plans, and provide authoritative analysis and recommendations to senior military and civilian leaders on strategic policy issues.
  • Conduct strategic and military risk assessment, including the development of assessment methodology, definitions, and criteria.
  • Communicate strategic ideas, concepts, methods, analyses, evaluations, and recommendations in a logical and convincing manner, verbally and in writing, to senior military and civilian leaders, and to peers.
  • Facilitate senior leader and staff coordination between parent organization, combatant commands, Services, Department of Defense staff, Defense Support Agencies, the interagency, the Congress, and representatives of foreign militaries.
  • Lead technical working groups and planning teams composed of members with diverse viewpoints, perspectives, and agendas to provide analysis, options and recommendations to senior civilian military and military leaders.
  • Manage and conduct conferences and seminars to include developing and collecting agenda items, briefing slides, writing background papers, and developing discussion questions.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Assist senior leaders with Departmental or joint staff related national security matters, defense policy, military strategy, or military strategic planning issues.
  • Development of assessment methodology, definitions, and criteria, applying assessment techniques to national security issues, and providing reports on observations and conclusions.
  • Application of analytical and evaluative methods and techniques to issues and/or studies, and the ability to lead teams of subject matter experts on challenging projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
