The primary purpose of this position is to serve as the Air Force (AF) Deputy Chief for Information Operations (IO) within the Deputy Chief of Staff (DCS) for Operations (AF/A3).

Responsibilities

  • Provide leadership oversight in the development of plans, policy and guidance for the Information Operations Branch.
  • Plan, organize, and direct the activities of the MILDEC.
  • Participate with the Branch Chief in the exercise of supervisory personnel management responsibilities.
  • Represent the Air Force in a variety of Joint, OSD, foreign and non-government organizations exchanges requiring coordination and program execution.
  • Develop positions, present high level briefings to senior leadership on Information Operations activities across the Air Force to include Special Access Programs (SAP).
  • Act as Program Element Manager for Information Operations accounts.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of doctrinal and operational concepts for Information Operations (IO) to include Military Deception (MILDEC), Operations Security (OPSEC), Military Information Support Operations (MISO), Strategic Communication, Irregular Warfare and Special Operations; knowledge of advanced management an organizational principles and practices for operational concepts for IO; planning programming, and budgeting regulations, guidelines, and processes; knowledge of acquisition and management processes to provide advisory support to long range war, mobilization, exercise, deployment and similar operations planning efforts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated to an employee it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery knowledge of doctrinal and operational concepts for IO to include Military Deception (MILDEC), Operations Security (OPSEC), Military Information Support Operations (MISO), as well as Strategic Communication, Irregular Warfare, and Special Operations; knowledge of Air Force POM cycle and inputs into the POM including ability to use ABIDES, CAPES, and SNAP systems.

2. Mastery knowledge of advanced management and organizational principles and practices for operational concepts for IO with emphasis on Military Deception (MILDEC) and knowledge of planning, programming, and budgeting regulations, guidelines, and processes; knowledge of DoD and AF planning, acquisition, and management processes to provide advisory support to long-range AF war, mobilization, exercise, deployment, and similar operations planning efforts.

3. Knowledge of career force skills needed for IO in support of mission requirements; knowledge of Air Force objectives and missions sufficient to understand and evaluate the impact and effectiveness of plans and programs assessments of IO in supporting the warfighter and furthering Air Force objectives.

4. Knowledge of IO forces and organizational/functional structures at all levels of the Air Force and Joint IO community; knowledge of funding vehicles to support operational requirements, career management, development, and training; knowledge of the Planning, Programming, and Budgeting and Execution System (PPBES) linked to corporate Air Force planning methodology.

5. Knowledge sufficient to evaluate IO resource allocations and projections, including expanded POM resources throughout a ten-year extension; ability to develop programs which best leverage available funding from all sources to achieve program objectives; knowledge of AF and OSD policies,

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD214, assuming the service member is otherwise eligible.
