Responsibilities

Serves as Program Analyst for the Semper Fit and Recreation Branch, Marine and Family Programs Division, Manpower and Reserve Affairs Department, Headquarters, Marine Corps (HQMC). Serves as an advisor to management on evaluation of the functional effectiveness of all Semper Fit and Recreation programs, business practices, operations, productivity and efficiency (on a qualitative and quantitative basis). Reviews, monitors and tests supporting systems. Reviews operational policies and procedures in comparison to functional needs to identify problems and solutions to enhance system operations. Supports annual budget development, monitors execution and seeks to find efficiencies based upon management's directive and prioritization.

Conducts procedural inspections and reviews of installation Semper Fit programs for compliance with Marine Corps and MCCS policies and regulations. Conducts and organizes portions of analytical studies and economic analyses to ensure functional needs are met for programs and services. Makes recommendations on corrective actions and conducts follow up inspections. Plans, develops and conducts analyses for current and projected programs to achieve goals and objectives. Collects, verifies and adjusts data from diverse sources and performs qualitative analysis manually and through automated systems.

Evaluates quantitative results and consults with subject matter experts to identify significant factors, relationships and trends to produce accurate and meaningful data. Applies standard and customized computer techniques to data collection methods. Develops online surveys and email distribution lists for survey distribution. Develops on-line data collection tools, audits, and special projects for Semper Fit programs.

Conducts presentations using a variety of techniques and methods. Recommends programmatic plans, alternative courses of action, policies, and future strategies to support established goals and objectives.

Coordinates with subject matter experts to identify new reports and web queries for development. Evaluates overall program administration, services, technological development of systems, systems support, and improvements to ensure effective and efficient operation that meets the needs of a variety of stakeholders.

Identifies, documents, and conducts testing of information technology systems that support Semper Fit and Recreation operations. Researches user requirements. Validates functional field requirements. Researches and identifies industry standards and trends to identify enhancements for functionality. Works directly with technology systems program managers for the implementation of program standards.

Attends conferences, meetings and briefs. Prepares supporting documentation for presentations and proposals. Prepares correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials. Reviews, researches and benchmarks emerging trends and analyzes the functional impacts on systems. Reports on performance of programs to higher authority.

Performs other duties as assigned.

Qualifications

Bachelor's Degree in business or a related field appropriate to the work of position and three years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skills equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Experience that demonstrates knowledge of and skills to analyze and evaluate efficiency and effectiveness of Semper Fit and Recreation programs and operations, develop life cycle cost analyses of projects or perform cost benefit evaluations of current or projected programs, research and investigate new or improved business and management practices to meet goals and objectives. Ability to execute budgetary and financial management principles and techniques related to short and long-range planning of programs and objectives. Skill to analyze and evaluate policies, procedures, and systems to improve operations. Skill to collect data from a variety of sources to determine compliance with established policies and procedures, and establish sound management practices. Skill in: application fact-finding and investigative techniques, budgetary and financial management, effective oral and written communication and development of presentations and reports working with a variety of stakeholders. Strong working knowledge and skills in support of APF and NAF budget/fiscal accountability.
