Responsibilities

The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agency's business processes. The Office of Organizational Policy and Governance (OPG) provides management oversight of enterprise Information Technology (IT) strategic policy and activity at the agency-level. This position is located in The System Configuration & Delivery Automation Division (SCDAD) that is responsible for all aspects of Continuous Integration (CI), Configuration Management (CM) and Continuous Delivery (CD). The SCDAD facilitates the collaboration and cooperation with all agile teams, to successfully perform Continuous Integration and Continuous Delivery (CICD) in a Development-Security-Operations (DevSecOps) environment.

As the Director of the System Configuration and Delivery Automation Division, you will be responsible for:
  • Expanding Configuration Management practices beyond application information systems.
  • Maintaining a software configuration management program for application information systems.
  • Managing, promoting, and supporting the DevSecOps/CICD platform.
  • Planning and carrying out configuration management to be used in solving problems.
  • Performing a number of supervisory duties such as approving leave, developing performance standards, evaluating employees, and managing workloads.
  • Establishing policies, procedures, and practices that will support agency continuity of operations requirements, including archiving and purging processes.
  • Developing and executing a multi-year plan and cost estimates for the Enterprise Configuration Management Program.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Information Technology Management Seriescan be found at Qualification Standard . Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to theGS-14 grade level in the Federal service.

Specialized experience for this position includes:

Managing projects in the area of DevSecOps/Continuous Delivery platform.

Identifying and resolving critical problems within the DevOps/Continuous Delivery platform.

Advising, formulating, guiding, and/or directing analytic studies to aid in the advancement of at least one of the following; Release Automation, DevOps, or Continuous Delivery practices.

Managing, leading or supervising the planning and execution of IT programs for a multi-layered organization.

In addition to meeting specialized experience requirements, you must have the following IT-related experience demonstrating these competencies:
