Responsibilities

This position is located within the Department of the Interior, National Park Service, Office of the Comptroller, Accounting Operations Center (AOC), Payment and Travel Management Team, Herndon, VA. The incumbent serves as a Supervisory Financial Specialist utilizing a vast knowledge of accounting and financial management principles and procedures in completing complex assignments, and providing professional accounting services to the agency.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
  • Provides full supervisory duties over a team of Financial Specialists within the Customer Support section.
  • Plans, develops, and coordinates financial management improvements necessary to comply with OMB directives and legislation.
  • Coordinates the resolution of accounting system problems arising from factors such as changes in legislation, the needs of program managers, Departmental emphasis, and standardization among the Department of the Interior (DOI) bureaus.
  • Develops and performs ongoing analyses and interpretation of financial data in the general ledger to determine if the information is accurate, complete, and informative to management.
  • Analyzes the requirements of the government-wide Standard General Ledger (SGL) Board and develops new accounts, posting rules/models, policy, and instructions to ensure bureau compliance with standards.
  • Develops new methods and criteria to identify trends and patterns, modifying systems to accept new kinds of data, and preparing a variety of regular and special-purpose reports.
  • Participates actively as the bureau's representative on various agency financial related working groups and other Departmental teams to ensure the bureau's unique accounting and information requirements are considered and included in the promulgation of standards.
  • Develops and maintains a complex of automated subsystems to produce accounting and financial information, and defining systems specifications.
  • Drafts, develops, and maintains accounting and financial policies, procedures, and guidelines that may cover the full realm of accounting and financial activities and the requirements of laws and regulations and use of related systems.

  • The National Park Service has determined has determined that the selectee may telework only during an emergency or natural disaster.

    Salary Information: GS-13 $99,172- $128,920 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

    This vacancy is also announced as NPS-19-IB-044(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

    Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

    Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.

    New Supervisors may be subject to a 1-year probationary period.

    This is a permanent, full-time, career/career conditional appointment.

    Minimum Qualification Requirements:

    GS-13

    Specialized Experience: To qualify at the GS-13 grade level, you must have at least one FULL year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as experience: 1) Perform and document transactions and monitor records in compliance with laws, regulations, and policies to meet organizational goals and objectives; 2) Gather and analyze financial data and make suggestions for financial program improvement; 3) Utilize computer-based software to input and extract data from financial management systems to obtain necessary information for financial statements and/or reports; and, 4) Lead and guide a team of accountants and/or financial specialists in performing financial management related assignments, 5) Review and interpret GAO, OMB, Treasury, and GSA regulations, policies, and procedures and assist with drafting and developing internal policies and procedures.

    Written Communication - Ability to devise, plan, and complete complex bureau-wide studies and write reports, policies, operating procedures, and guidelines that serve as authoritative guides and precedents for other financial specialists in bureau headquarters and regional and local offices.

    Oral Communication - Ability to explain subtle distinctions and complex relationships to key management officials, and inform progress of potentially controversial matters.
