Summary

This position is located in the Bureau of Arms Control, Verification and Compliance (AVC), Office of Multilateral and Nuclear Affairs (MNA). The Bureau of Arms Control, Verification and Compliance (AVC) is responsible within the Department of State for increasing American security and prosperity by enhancing strategic stability around the world using tools such as the negotiation and implementation of arms control treaties. The incumbent serves as the Deputy Office Director.

Responsibilities

  • Serves as a policy advisor on U.S. delegations to international arms control, nonproliferation, and disarmament meetings & conferences, with a particular focus on the verification & compliance aspects of multilateral nuclear & other security issues.
  • Responsible for analyzing issues associated with these fora of considerable magnitude and complexity, with profound national security implications; developing policies in response to those issues; and evaluating or preparing policy recommendations.
  • Formulate and prepare formal proposals, statements, and assessments; influence and persuade partner nation representatives or approving officials of the value of recommendations; and assist in the development of negotiating strategies and tactics.
  • Plans and coordinates work to be accomplished in accordance with staff capability, work requirements; establishes priorities; develops schedules for completion of work; approves resource allocation and prepares schedules for completion of work.
  • Directs, coordinates, and oversees work through subordinate supervisors; provides supervisory oversight of staff and their activities, and issues policy guidance when needed.

Qualifications

Applicants must have the required experience or education as described below and meet any selective factors, when specified.

BASIC REQUIREMENTS:

Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;

OR

Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;

OR

Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.

OR

Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUS appropriate relevant experience OR additional education.

OR

Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. (NOTE: qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience developing and implementing policies related to arms control, nonproliferation and disarmament.
  • Experience exchanging information with foreign governments and international organizations in support of arms control treaties and confidence-building agreements.
  • Experience determining and establishing short and long term priorities, developing schedules for completing work assignments.

    Qualified candidates are assigned a score between 70 and 100.
