Responsibilities

If selected for this position, you will join a well-respected team that is responsible for working in conjunction with component level human resources program managers, providing a variety of technical and advisory support services with regard to information systems. Typical work assignments will include:

-Serving as a bureau-level senior advisor in the development, implementation, operation and ongoing assessment of HR information systems programs.
-Working with HR and IT specialists in determining technical needs, requirements and systems specifications, participating in new systems review and enhancements, and providing input into short and long-term systems needs.
-Providing bureau-level expert technical and management advisory support services with respect to the spectrum of HR information systems and HR automated records management administration functions.
-Developing recommendations that coordinate and integrate information systems and HR automated records management programs to resolve problems and improve overall effectiveness of human resources management programs.
-Participating in or developing conferences, seminars or similar meetings designed to inform personnel officers, senior management, and staff specialists of program changes and new developments and to coordinate implementation of new programs.

Qualifications

Applicants must have at least one full year of specialized experience equivalent to the GS-12 level in Federal service. Qualifying experience involves applying expertise in Federal HR operations to participate in the review and development of HR management information systems; providing training and guidance on HR management information systems (automated staffing and recruitment systems, payroll processing, timekeeping, and HR Management reporting); developing customized reports to support management decision making, provide the status of operations, and support quality review and transactional compliance of HR programs, and assisting HR and IT personnel in determining HR system functionalities and requirements.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
