Summary

The Assistant Administrator for Energy Analysis interacts with the EIA Administrator and Deputy Administrator, other Departmental officers, the Congressional and Executive Branches, and agency stakeholders who require energy analysis and related services in order to determine priorities, anticipate future requests for energy analysis, and allocate and manage resources and program activities among the components of the offices overseen by the Assistant Administrator.

Responsibilities

As the Assistant Administrator for Energy Analysis you will:
  • Provide executive leadership and direction to EIA's comprehensive energy analysis programs, including analyses of energy supply, demand, conversion, and prices covering a wide-range of information sources in order to support the dissemination of relevant, reliable, and timely information through a full range of publicly available reports;
  • Provide overall strategic planning, direction, and management for Energy Analysis programs;
  • Direct the formulation, defense, administration, and evaluation of resources (funding, staffing, information, contracts) necessary to conduct Energy Analysis programs; makes resource allocation decisions among competing needs of the Energy Analysis programs;
  • Oversee the establishment and maintenance of effective relationships with organizations engaged and/or interested in energy information analysis, including Congress, the Administration, other Federal Agencies, industry, international, and non-governmental organizations; and
  • Provide oversight and direction to the development, maintenance, and documentation of energy models that provide comprehensive projections of domestic and international energy markets, and to EIA analyses that assess the impact of energy policy on energy trends and inform the development of sound energy policy.

  • CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.
  • Homeland Security Presidential Directive (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.
  • PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.
  • SECURITY CLEARANCE: You must be able to obtain and maintain a DOE-Q level security clearance.
  • DRUG TESTING POSITION: As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.
  • PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.


Qualifications

Applicants are required to submit a narrative statement for each of the five mandatory Executive Core Qualifications (ECQs) and each of the Mandatory Technical Qualifications (MTQs). Please give a complete and detailed answer for each mandatory qualification. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position. Failure to submit a narrative statement or address all of the mandatory ECQs and/or MTQs, (if required) is also considered incomplete and WILL NOT BE CONSIDERED. Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the ECQs but must address all MTQs. If you are a non-SES employee or Non-Career SES employee, you must address each ECQ and MTQ. Failure to do so will result in disqualification of your application. Your application must demonstrate that you possess these qualifications. Executive Core Qualifications (ECQs): Additional information regarding the following five ECQ's listed below is available on the Office of Personnel Management (OPM's) Web site at SENIOR Executive SERVICE You will be given the opportunity to address these ECQs later in the online application process.

ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.

The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In addition, applicants must specifically address the following technical qualifications which represent the specialized knowledge, skills, and abilities to perform the duties and responsibilities of the position. Please address all of the technical qualification separately. If you fail to do so, you will be rated as ineligible. Please limit your written statements to no more than two pages per technical qualification.

MTQ 1 - Experience leading an organization engaged in the identification and analysis of current and emerging economic trends and issues, with a particular emphasis on the energy sector; expertise includes an understanding of macroeconomic activity drivers, government policies, technological changes, consumer behaviors, financial aspects of markets/prices, and interdependencies of global markets.

MTQ 2 - Experience leading a large-scale economic modeling program to develop integrated forecasts and projections of supply, demand, and prices that provide benchmarks for market participants and inform domestic policy development; experience should include an understanding of energy market modeling, variables, and methodologies.

MTQ 3 - Experience representing an organization as a subject matter expert with diverse stakeholder audiences to include conducting outreach activities designed to improve products and services; delivering technical speeches and presentations; orchestrating industry workshops; and engaging with state, local, and federal policy makers. Incumbent should possess demonstrated energy market expertise.
