Responsibilities

This position is located in the Office of the Chief Information Officer (OCIO), US Department of Housing and Urban Development (HUD). The mission of the OCIO is to enable delivery of HUD programs, services, and management processes by providing high-quality information technology (IT) solutions and services.

The Chief Technology Officer (CTO) serves as an advisor to Chief Information Officer (OCIO), to promote and foster innovation and high-performance use of information technology (IT) across internal and external stakeholders and assist in achieving the Secretary's goals. The CTO executes these duties by monitoring and evaluating advancements in technology, enterprise architecture, federal policy and legislation, IT management best-practices, and mission needs. The CTO is responsible for bringing together the best and brightest minds and current and future computing technologies to address the requirements of the Department of Housing and Urban Development's scientific, energy and nuclear security mission, and providing strategic guidance to link internal and external partners to this end. These activities, and others, are supported through collaboration opportunities, stakeholder meetings, sponsorship of pilots and proof-of concepts, research, recommendations, and other leadership activities, and assisting the OCIO in supporting and transforming business operations for its customers and its stakeholders.
  • Identifies and reports on innovative solutions, processes and technologies and promotes the integration of significant capabilities to HUD's information management and technology portfolio.
  • Produces a supporting strategic roadmap that identifies needs, obstacles and opportunities within and across the Departments' mission, program and support offices and develops and outlines a vision for new services and implementation opportunities.
  • Promotes the use of innovative technologies to enhance information management programs such as security and records retention.
  • Represents the OCIO among customers, partners and key stakeholders to help advance and advocate technological developments, foster innovation, productivity and performance.
  • Encourages and participates as an agent for advancement and change in the creation of initiatives by State and local governments, regional organizations, private businesses, nonprofit organizations and other CIO customers or stakeholders that encourages technology transfer, stimulates innovation and promotes a culture of investment in technology-related growth and impact.
  • Provides expert advice, recommendations, and representation in areas of government initiatives, policy analysis, technology assessments, federal policies and initiatives, as well as industry practices while maintaining relationships with key personnel and officials from the department, other agencies, and industry relationships to advance effective implementation of tools and practices for the department.
  • As a member of the CIO Executive Council, works in concert with peers consistent with the goals of the Clinger-Cohen Act for providing a modern and efficient IT infrastructure, identifying significant cyber security enhancements, and implementing modernized corporate systems based on the Department's corporate systems enterprise architecture.

SPECIALIZED EXPERIENCE

As a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knowledge, skills and abilities outlined under Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements, specialized experience, and all mandatory technical qualifications may result in disqualification.

    • Planning, organizing, and advising efforts to negotiate with senior management to gain acceptance and implementation of recommendations for changes in established IT systems.
    • Analyzing technical, budgetary, strategic objectives and performance measures to the full range of telecommunications, computer, information management, and web areas to assure the effectiveness of information management programs.
    • Developing and/or recommending enhancements for department-wide information systems.
    • Collecting requirements, implementing, and maintaining automated information systems to include the integration of hardware, software and telecommunications in a networked environment.
    • Developing guidance for carrying out program planning, analysis, and evaluation functions.
    • Initiating, establishing, monitoring, managing and operating large-scale information technology systems.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In addition to the qualifying experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position.

  • Professional knowledge of the principles and objectives of information management technology in completing technology assessments, establishing technology roadmaps with cost impacts, and developing current and future state architecture, to include experience leading architectural efforts of mainframe financial applications within the same enterprise and completing mainframe application migration, successful adoption of enterprise-wide cloud and/or other impactful technical capabilities through effective negotiation and persuasion with enterprise stakeholders.
  • Expert knowledge of management theories, principles and concepts required to establish DevOps maturity for an organization and develop guidance for carrying out assigned technical planning, analysis, and evaluation functions.

    CONDITIONS OF EMPLOYMENT:

As such, HUD is committed to its government ethics program, which advises employees on applicable ethics laws and regulations designed to protect the agency against real and apparent conflicts of interest. As a federal employee, you will be subject to the Standards of Ethical Conduct and the U.S. criminal conflict of interest statutes. As a HUD employee, you will also be subject to the HUD Supplemental Ethics Regulations which restrict the extent to which a HUD employee can engage in certain activities and hold certain investments. Depending on your position, you may also be required to file a public or confidential financial disclosure report. Upon your new appointment, you will receive guidance regarding your ethics obligations. You will also be required to attend a mandatory ethics training within 3 months of appointment.

    HUD employees are prohibited under Section 7501.104, 5 Code of Federal Regulations from directly or indirectly owning, acquiring, or receiving:
    • Federal Housing Authority debentures or certificate of claim;
    • Financial interest in a project, including any single-family dwelling or unit subsidized by HUD, or which is subject to a note or mortgage insured by HUD;
    • Section 8 subsidies to or on behalf of a tenant of property you, your spouse, or a dependent child owns.
    The following are exceptions to the Section 8 prohibition:
    • The employee, or the employee's spouse or minor child acquires, without specific intent as through inheritance, a property in which a tenant receiving such a subsidy already resides;
    • The tenant receiving such a subsidy lived in the rental property before the employee worked for the Department;
    • The tenant receiving such a subsidy is a parent, child, grandchild, or sibling of the employee;
    • The employee's, or the employee's spouse or minor child's, rental property has an incumbent tenant who has not previously received such a subsidy and becomes the beneficiary thereof; or
    • The location of the rental property is in a Presidentially declared emergency or natural disaster area and the employee receives prior written approval from an agency designee.
