Responsibilities

Responsible for Application System Analyst tasks. Provides expertise and technical knowledge about applications or suite of applications both on premise and Cloud. Answer queries and resolves issues with software applications, and escalates or closes tickets as necessary both internal and external with the software vendor. Document process flows and develop/maintain application support documentation. Provides Information System Security Engineering support to stakeholders and Information System Security Manager. Plan, coordinate, implement and control user roles and account security rights and restrictions. Works with internal and external Database Administrators, System Administrators on any system issues or requirements.

Communicate technical concerns and solutions to a diverse community of people with varying degrees of technical knowledge as well as work with individuals in all department to help solve their technical issues. Works with the functional users to develop and execute tests scripts within all functional testing cycles (unit, application, user acceptance, integration, capacity, and dress rehearsal capacity). Reports and tracks testing processes and software related issues. Analyzes and recommends fixes/enhancements to applications as well as support release management/upgrades. Serves as a liaison between the help desk, system administrators, and functional users to assists in troubleshooting and resolving application issues.

The Application System Analyst will maintain, upgrade and provide support for all MCCS Applications. The individual must be familiar doing configuration in a virtual cloud instances or on premise (Development, Test, and Production). The Application Systems Analyst needs to be able to diagnose and resolve problems quickly be available to respond to help desk requests and work with the application vendor where necessary. Develop scripts for automating client/server functions.

Perform upgrade system tasks as needed. Run jobs to sync environments and batch processes. Assist in integrating new applications and technologies into the current and projected system architecture.

The Applications Systems Analyst will: Create service instances with the vendor; Monitoring service status and usage; Configure alert rules to monitor metrics; Monitor notifications and set notification preferences; Export metrics data and download metric report;

Provides technical guidance on the procedural steps involved with the implementation of programs, policy procedures, system set up, user customization and system file maintenance. Provides level 2 end user support. Coordinates level 3 support with software vendors. Identifies and, where possible, corrects problem. Works with all team members, technical and functional, to meet organizational objectives. Maintains communication with team members and team leaders.

Plan, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of MCCS. Assists in developing long range plans in conjunction with internal operating directives. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse. May travel to perform assigned duties. Perform other related duties as assigned.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise.

EVALUATIONS:

Qualifications

Bachelor's degree in Information Technology or a related field appropriate to the work of position AND three years of progressive technical experience supporting Retail, Accounting and Financial applications from within a CIO's organization, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Knowledge in the following is helpful: UNIX, Relational Database Management Systems, Java J2EE and middleware technologies. Conversational understanding of retail, finance and accounting terms, business functions and processes. Ability to communicate both orally and in writing. Ability to act as project lead and advise on applications system design. Knowledge of Oracle 9i/10g, Oracle PL/SQL, Oracle Developer 2000. Knowledge and experience with Oracle Government Cloud Fusion Financials and Hyperion Planning Service Administrator duties, and Software as a Service is helpful. Experience with Oracle Fusion environments and job scheduling is a plus. Knowledge of system security concerns and vulnerabilities is also preferred.

As an authorized and privileged user of Department of Defense Information Systems must possess or receive Information Assurance awareness by completing the Security+ Certification as a condition of access within six months of employment, and thereafter must complete annual Information Assurance awareness training.
