THIS IS A TITLE 32 DUAL STATUS EXCEPTED SERVICE POSITION

This position is located in the Joint Forces Headquarters. The purpose of this position is to serve as a Security Specialist and as a point of contact for security matters for the state.

Responsibilities

As a(n) SECURITY SPECIALIST (TITLE 32), GS-0080-9, you will perform but are not limited:
Implements security regulations through spot-checks or random sampling of classified defense documents. Conducts scheduled and unscheduled security inspections. Evaluates clearances authorized to ensure clearance level or management officials and personnel are commensurate with the information handled. Advises on the adverse effects to national security that results from unauthorized disclosures of classified information under their possession or control. Indoctrinates personnel on the criteria for classifying, downgrading, declassifying, marking and disseminating information as prescribed in the regulations. Alerts personnel to the strict prohibition regarding improper use and abuse of the classification systems. Provides guidance on procession security violations. As necessary, initiates action to appoint an inquiry officer to conduct a preliminary security investigation. Reviews investigation results. Makes recommendations on disposition of violations. Reviews procedures for safeguarding classified material. Ensures combinations and security locks are changed in accordance with securely and intelligence directives on an emergency basis. Prepares inspection reports. Prepares reports as required on security and intelligence issues on discrepancies found and corrective action to be taken. Performs follow up inspections or inquiries to ensure problem areas are corrected. Ensures security clearance rosters are maintained and are current. Develops special security clearance requirements (Governor, etc.). Monitors security clearances. Makes recommendations regarding individuals that need clearances and those individuals that no longer require security clearances or clearances that can be downgraded, or terminated.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military rank and assignment in the District of Columbia Army National Guard.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Minimum Rank: E-4/SPC
  • Maximum Rank: E-7/SFC
  • Permanent Change of Station (PCS): PCS not authorized
  • Relocation Incentive: Incentive not authorized
  • Selected Reserve Incentive Program: Acceptance of this position will cause termination of Federal bonuses pursuant to respective Selected Reserve Incentive Programs (SRIP). This termination may be with or without recoupment of payments already made.
  • **MUST POSSESS AND MAINTAIN A SECRET SECURITY CLEARANCE**
  • **MUST HAVE DIRECT EXPERIENCE WITH JPAS**


Qualifications

This is an excepted service position that requires membership in a compatible military assignment in the DC Army National Guard.
MILITARY REQUIREMENTS:
You must meet the minimum military rank as specified in this announcement. The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment.

GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
SPECIALIZED EXPERIENCE: Must possess at least Twelve (12) months' experience in the security career field, to include technical training schools and drill-status working experience.Skilled in analytical and evaluative techniques to the identification, consideration, and resolution of program related issues and problems. Knowledgeable and understands the National Guard and gaining command organizational structure, missions and responsibilities. Skilled in utilizing judgment to interpret guidelines, policies, regulations, precedents, and work directions for application to specific cases or problems
