Summary

You will serve as an Information Technology Specialist (NETWORK) in the Plans and Program Division of STRATEGIC SYSTEMS PROGRAMS.

The NH-03/04 pay band encompasses a salary range of $83,398 - $166,500. The salary range shown in the announcement represents the full range of the position. However, the salary for this position may be limited to $156,228.

Responsibilities

  • You will serve as a technical authority for the design, implementation, maintenance and troubleshooting of Wide Area Networks (WAN) supporting unclassified and classified business collaboration.
  • You will provide guidance on network design, installation, maintenance, technology insertion, routing protocols, e-mail protocols, backup strategies, and security solutions.
  • You will evaluate commercial and government WAN circuit capabilities for new and existing mission requirements, coordinates/oversees procurement, provisioning, and life-cycle support of network services.
  • You will oversee activities of supporting network engineers to ensure reliability of the network, capacity planning, configuration control, secure deployment and sustainment.
  • You will perform in-depth network troubleshooting and problem resolution in WAN network outage scenarios.
  • You will provide authoritative IT program related advice, information and guidance regarding current and future information systems concepts, doctrines, methods, practices, operations, and technologies.
  • You will create information technology plans based on an understanding of the organization, strategic direction, technology context and business needs.
  • You will lead others in the definition of project scope, plans and deliverables including cost projections and proposed implementation dates and control project requirements, scope and change management issues.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may be subject to random counterintelligence polygraphs, per OPNAVINST 5510.165.


Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - develops detailed plans to manage comprehensive IT services used in the automated acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, assurance, or reception of information.
2. Customer Service - develops solutions to integration / interoperability issues; design, develop, and manage systems that meet current and future business requirements.
3. Oral Communication presents presentations or briefings on IT issues; interfaces with all levels of authority and establishes and maintains a wide range of personal contacts.
4. Problem Solving - provides technical guidance for the design, implementation, maintenance and troubleshooting of wide area networks; exercises judgment, initiative, and resourcefulness in deviating from established methods to modify, adapts and/or refines broader guidelines to resolve specific complex or intricate issues and problems.

NH-03: In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or NH-02 pay band in the federal service or equivalent experience in the private or public sector: Analyzing and evaluating wide area network systems including design, planning, implementation, integration, maintenance and troubleshooting to ensure architecture and infrastructure requirements.

NH-04: In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-13 or NH-03 pay band in the federal service or equivalent experience in the private or public sector: Conducting a full range of project management functions from planning through evaluation and reporting to develop and redesign changes in wide area network technologies or requirements in order to manage architecture and infrastructure.
