Summary

This position is located in the Office of Executive Resources (OER), Human Resources Center (HRC), Office of the Assistant Secretary for Administration and Management (OASAM), Department of Labor. The office is responsible for developing policies and providing human resource services and operational support for the members of the Senior Executive Service (SES) and non-career staff.

Responsibilities

Serves as a Human Resources Specialist responsible for providing HR executive resource management advisory services, operating personnel services and developing policy.

Assists senior HR Specialist with the management and oversight of the transition of political administrations in DOL. This may include assisting in the preparation of preparation of briefing books for incoming staff and preparation of documents for outgoing staff.

Provides technical advisory services on staffing and placement, recruitment, position classification, performance management and pay administration of SES, SL, Schedule C employees and Experts/Consultants. Keeps abreast of changes in applicable laws, rules, regulations and policies.

Develops, prepares and maintains recurring and special ad-hoc reports, including reports on political appointees, SES allocations and special ad hoc reports as necessary.

Participates in briefings and similar meetings to inform and educate management, employees and other HR offices on Executive Resources program policies, problems, issues, new developments and objectives.

Coordinates personnel action processing and control for assigned executive resource level positions.

Qualifications

To qualify at the GS-12 Level, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-11, in the Federal Service.

Specialized experience is defined as experience processing a variety of human resources actions related to senior executive positions, political appointments, and/or experts and consultants, particularly in the areas of executive recruitment, staffing, performance management, compensation, benefits administration, and/or reporting on these activities.

Education

Education cannot be substituted for experience at this grade level.
