Summary

This position is part of the Office of People Analytics within the Defense Human Resources Activity. The incumbent will be responsible for overseeing research projects focused on a variety of health, climate and well being topics within the DoD community.

Responsibilities

As a INTERDISCIPLINARY at the GS-0180/0184/1530-12/13 some of your typical work assignments may include:
  • Develop research plans, literature and policy review, development of survey and focus group content, conducting data analysis (e.g., mean comparisons, regression, factor analysis, SEM, qualitative analysis) and interpretation, writing research reports, giving research briefings, and project management responsibilities including oversight of the research schedule and project team.
  • Serve as the primary contact with relevant stakeholders and customers to coordinate the research process and to understand their research questions and needs throughout the research lifecycle.
  • Maintains expertise in relevant research and policy content areas (i.e., sexual assault, sexual harassment, discrimination, equal opportunity, command climate, and/or suicide prevention) and provides expert recommendations and insights to management officials regarding relevant theory, policy, research results, and ideas for future directions within the research portfolio.
  • Oversee multiple simultaneous short and long-term research projects in the H&R division in the domain of gender relations, equal opportunity, command climate, suicide prevention and/or mental health. This includes research design and planning, coordination and collaboration with key stakeholders, data collection (e.g., survey fielding, focus groups), data analysis, and reporting; all of which are informed by expertise in relevant research and policy areas and conducted as part of a team.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Assisting in the development of surveys instruments, questionnaires, and/or focus group protocols
  • Collecting and analyzing quantitative and/or qualitative data regarding sexual assault, discrimination,climate, suicide prevention, or mental health
  • Describing research results by writing technical, methodological and research reports.; OR
B. Possess a Ph.D. or equivalent level doctoral degree; OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

You may qualify at the GS-13 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Oversight of a research team for short and long range projects in the domain of gender relations, equal opportunity and/or mental health
  • Present briefings and/or presentations to scientific, management, and/or government audiences
  • Writing research publications, government policy documents or articles in academic journals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0180/0184/1530 series:

A. For the Psychology (0180) Series: Possess a Bachelor's degree (120 semester hours or 180 quarter hours) in psychology.
B. For the Sociology (0184) Series: Possess a Bachelor's degree (120 semester hours or 180 quarter hours) in sociology; or social psychology or political science that included at least 24 semester hours in sociology.
C. For the Sociology (0184) Series: Possess a combination of education and experience: courses equivalent to a major in sociology (i.e., at least 24 semester hours), plus appropriate experience or additional education.
D. For the Statistician (1530) Series: Possess a Bachelor's degree (120 semester hours or 180 quarter hours) that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics) and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering: or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
E. For the Statistician (1530) Series: Possess a combination of education and experience -- courses as shown in D above, plus appropriate experience or additional education. My experience included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, and sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

GS-13: Substitution of education may not be used in lieu of specialized experience for this grade level.
