Responsibilities

  • Works closely with program managers and technical engineers, provides advice regarding contract strategies to best accomplish the IT acquisition plan based on acquisition statutes, regulations, directives and procedures as well as business practices associated with supporting DAU IT buys. Develops procurement documents to include Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), justification and approvals, evaluation criteria, delivery schedules, market research, limited and sole source justifications, Quality Assurance Surveillance Plans (QASP) and source selection plans in support of DAU IT acquisition programs and to support contracting strategies. Reviews procurement documents for accuracy and adequacy. Establishes requirements for, and expedites/reviews consolidation of, all procurement packages to meet timely and technical requirements of assigned acquisitions. Participates in contract negotiations regarding cost type contracts to recommend to contracting officials subsequent modifications/changes, settlement of claims and disputes, and termination for convenience to current contracts. Reviews contracts, work directives, and other ordering instruments to extract and maintain records against requirements, which are in accordance with the Performance Work Statement (PWS) and the Defense Federal Acquisition Regulations (DFAR).
  • Collects quantitative and qualitative data in significant areas relating to procurements and contract operations to analyze contract performance and makes recommendations to upper management; analyze data and draw conclusions based on previous performance, lessons learned, current goals and objectives, projected performances and possible impact on the acquisition. Tracks, reviews, and maintains funding data for inconsistencies and/or compliance with applicable regulations and budgets. Monitors contract funding to mitigate waste, fraud and abuse of funds. Evaluates effectiveness of overall contracting processes to make recommendations on how to improve the efficiency of internal contracting processes; and/or provide recommendations on adoption/modification of proposed acquisition strategy plan/guidance as coordinated with the Contracting Office. Reads and interprets new and revised regulations in order to keep current. Furnishes instructions and explanations on the new regulations and procedures.

    Qualifications

    You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the NH-02 pay band in the Federal service.

    Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

    For the Information Technology Acquisition Analyst, You must have one year of specialized experience at the NH-02 (GS-11) grade level in Federal service. or an equivalent position in the civilian sector. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities: Successfully perform the duties of the position. You must demonstrate experience 1) Knowledge of price/cost analysis techniques sufficient to assist in the evaluation of contractor proposals and prepare a pre­ negotiation position; 2) Knowledge of acquisition statutes, regulation, directives and procedures to
    provide advice regarding contract strategies; or 3) Knowledge of the concepts, principles, and practices of the broad field of procurement to analyze, plan and review procurement requirements
  • Experience as a COR and/or COTR.
  • Expert knowledge of the concepts, principles, and practices of the broad field of procurement to analyze, plan and review procurement requirements and to make recommendations and determinations as to approaches which can be realistically implemented and managed.
  • Expert knowledge of professional management concepts, theories, principles, and practices of contracts/contract administration functions to include termination techniques and familiarity with and responsibilities of key assigned contract administration individuals sufficient to serve as a COR; effectively manage and control potential problem areas before contract performance, schedule, and costs are adversely impacted; or close out contracts.
  • Knowledge of acquisition statutes, regulation, directives and procedures as well as business practices associated with supporting DAU ITbuys to provide advice regarding contract strategies.
  • Knowledge of price/cost analysis techniques sufficient to assist in the evaluation of contractor proposals and prepare a pre-negotiation position.
  • Skill in managing and coordinating activities sufficient to control a variety of acquisition actions occurring concurrently, in an overlapping fashion, or sequentially, and to control several simultaneous contracts with different contractors.
  • Skill in negotiation techniques to participate in contract negotiations and to meet and effectively with Agency management officials, high level business, industry, and Government officials.
  • Ability to communicate orally and in writing in order to provide advice regarding contract strategies development; prepare, present, and defend proposed business positions; compose correspondence on highly complex contractual and business issues; and/or publish DAU IT contracting policies and procedures.
  • Identifies and resolves complex problems that cross organizational boundaries and promulgates solutions. Promulgates innovative solutions and methodologies.

    Initial Probationary Period: You will be required to serve an initial probationary period of two years if one has not already been completed.
